Job Overview
Responsible for the day to day administration of all insurance, retirement, and leave programs (including plans acquired during transactions), in compliance with state and federal regulation, company policies, and established Standard Operating Procedures (SOPs).
Principal Accountabilities
Responsible for all administrative activities related to Horizon's insurance benefits, wellness plans, retirement plans, workers' compensation and requests for leaves of absence, including requests for disability accommodations. Must be sensitive in balancing employee goodwill with business needs. Represent the Bank to both internal and external customers in a courteous, professional manner in face-to-face, written and telephone communications; be accountable for adherence to compliance standards including Bank Secrecy Act (BSA), quality of documentation, timeliness and regulatory requirements. Actively protect confidentiality of internal customer and account information. Demonstrate Horizon Bank's commitment to the communities we serve through involvement in local organizations and events.
Duties
- Responsible for the administration of all insurance and retirement programs, including medical, dental, vision, life insurance, and flexible spending
- Perform benefits administration, including change reporting, new enrollment, and termination of benefits to ensure accurate record-keeping and proper payroll deductions.
- Assist employees with benefits questions, manage all insurance billing, maintain related files.
- Organize and manage the annual open enrollment process.
- Coordinate the company wellness communication program.
- Assist employees and beneficiaries with the filing of claims for long term disability, critical illness, voluntary accident and life insurance.
- Work with record keeper to process required documents for retirement distributions, rollovers, hardship withdrawals, PPA diversifications, and terminations.
- Coordinate communications regarding retirement statements.
- Assist Benefits Leaders with preparing reports for management committee meetings.
- Report, maintain, and monitor all workers' compensation case files.
- Process and administer all leave-of-absence requests and disability paperwork and provide accurate supporting documentation to payroll regarding advisors on Family and Medical Leave.
- Assist the Benefits Leaders with research projects and/or special projects.
- Report suspicious transactions or unusual occurrences to supervisor.
- Perform all work in compliance with federal, state and local employment and benefits laws and regulations, policies, procedures, and instructions.
- Maintain customer confidence and protect bank operations by keeping information private and confidential.
- Participate in ongoing skill, compliance, risk management and security training as required for the position and apply knowledge in daily tasks

Qualifications & Skills
- College degree in Human Resources or related field preferred, with at least 2 years of benefits administration experience or equivalent education and relative work experience involving customer interaction regarding personal and confidential matters.
- Requires an extremely perceptive person with excellent interpersonal skills and ability to communicate effectively with customers, bank employees and outside service providers.
- Exhibit a high degree of integrity and demonstrated ability to protect information regarding highly confidential matters
- Detail-oriented with strong mathematical, analytical and problem-solving skills.
- Exceptional organization, time management and follow-up skills.
- Must have proficient typing and computer skills, specifically Microsoft Word, Excel and database systems.
- Ability to read and interpret agency guidelines and industry standards as they relate to Family and Medical Leave, ADA, ERISA, etc.
- Ability to follow detailed instructions and a wide range of procedures requiring sound judgement.
- Ability to perform complex mathematical computations using various business machines and/or computers.
