Job Description

The Non-Standard Missile Systems Division Program Manager (PM) is responsible for all non-standard missile programs. Candidate will provide leadership, direct supervision, and oversight for all aspects of the programs to cross functional teams, suppliers, and international subcontractors in geographically dispersed locations. The PM will be very experienced in the areas of Air Defense System sustainment, maintenance, training, engineering services, overhaul, refurbishment, spares procurement, IMS, and have extensive experience executing design, development, integration, production, and sustainment programs of multiple contract types.

Responsibilities:



  • Continually assess the functionality and efficiency of all the sections within the Non- Standard Missile Systems Directorate (NSMSD).
  • Provide recommendations for organizational improvement and change management to include resource allocation.
  • Design and direct approaches for assessing the Directorate existing capacity, capabilities, functionality, effectiveness, and right-size solutions.
  • Prepare, develop, and coordinate the Integrated Master Schedule (IMS) to meet program objectives.
  • Utilize Gantt, milestone charts, Earned Value Management (EVM), and other project management techniques to gauge progress and identify performance variances.
  • Ensure all relevant programmatic information is shared, coordinated, and communicated in a timely manner to all stakeholders within and outside the Directorate.
  • Clearly articulate the position, overall program issues and concerns, and provide recommended actions senior staff.
  • Achieve key business metrics in the execution of schedule, financial, technical, and performance requirements.
  • Analyze and evaluate programmatic changes to ensure the proposed changes are within scope and budget. Provide recommendations to the senior staff concerning programmatic changes, Letter of Request (LOR) supportability, and technical task orders.
  • Participate in Program Management Reviews (PMRs), Financial Management Reviews (FMRs), Logistics, and Technical Working Groups (WGs), and Weapon System Conferences.
  • Oversee / manage requirements flow-down, change management, risk and opportunity management, and compliance to policies and procedures.


Additional Duties that may be required including:



  • Conduct medium to long range planning, high level meeting planning and execution, concept development, executive-level communications, and external engagements.
  • Assist leadership to understand, visualize, and describe unfamiliar problems and develop approaches to solve them.
  • Coordinate externally on special projects and initiatives with Department of Defense (OSD-Policy), Department of the Army offices, Security Cooperation and Assistance stakeholders, and subordinate elements, and foreign partner nations.
  • Support operations focused on external, strategic, high-level, roles emphasizing, resource allocation, and stakeholder management.
  • Manage the Fair Share Sustainment Operations (FSSO) program, to include agenda/topic development, FSSO member and partner nation communications.
  • Develop priorities and objectives ensuring nesting with leadership.
  • Maintain the Program schedule through constant engagement with key stakeholders and team leaders representing Operations, Training and Delivery, Logistics and Supply Chain, Budget, Contracts, Transportation, Repair and Return, Missile Maintenance and Industry.
  • Monitor business and science advances, research and studies to drive problem solutions and mitigate program risk.
  • Conduct independent critical reviews and analysis of plans and concepts to identify potential vulnerabilities and mitigate risk.
  • Conduct program-level future echelon functional analysis and organizational based capabilities analysis (OCA).
  • Review program level functions and major task responsibilities to identify gaps in capabilities and/or process breakdowns, mismatched responsibilities, and authority, redundant, or duplicated tasks.

Job Requirements

  • Bachelor's Degree with emphasis in business or engineering or equivalent related FMS experience supporting DoD..
  • A minimum of 8 years program related experience and prior management experience.
  • Strong facilitation, change management, and capacity building competencies and experience.


  • Defense Security Assistance Management System (DSAMS) experience preferred with prior Security Assistance experience.
  • Program Management and Integrated Master Schedule experience.
  • Experience supporting NATO, EUCOM, AFRICOM, and CENTCOM AORs at senior levels.
  • Missile System experience preferred.
  • Working knowledge of the Security Assistance Management Manual (SAMM).
  • Excellent oral and written communication skills.
  • Experience with Microsoft Office Suite, including MS Excel and PowerPoint.
  • Ability to obtain and maintain DoD Secret clearance.
