The Opportunity

Our Operations Services group is currently seeking to an experienced Pipeline Safety Project Compliance Specialist to join our high performing US Pipeline Safety Compliance team, reporting out of Houston, TX.

Reporting to the Senior Manager, Pipeline Safety Engineering and Governance, the successful candidate will be the designated point of contact to facilitate compliance guidance and support to 40 CFR 190, 191, 192, 193 and applicable state requirements for the US Projects teams across the TC Energy footprint in the US. This includes supporting project teams when determining project regulatory requirements for new or existing assets, project inspections, and regulatory reporting.

What you will do

  • Collaborate with stakeholders, both within and outside the Pipeline Safety Compliance team to provide guidance on regulatory requirements impacting prospective projects to be considered in scope development
  • Lead in reviewing new transmission pipeline asset design and specifications to validate compliance with regulations, including pipeline regulation interpretations.
  • Coordinate and facilitate federal and state project inspections, including sharing inspection findings and identified opportunities for improvement
  • Act as point of contact between US Projects teams and Federal/State regulators during site inspections , siting and pipeline project reviews, project notifications, regulatory communications, etc.
  • Provide expertise in technical areas such as Pipeline Assessment, Equipment Maintenance, Inspection and repair decisions, Failure Investigation, Risk Management, Pipeline Design, Pipeline Construction, and Pipeline Operations and Maintenance
  • Develop and foster ongoing relationships with internal and external contacts (e.g., peers, directors, executives, government agencies/regulators, landowners, peers at competitor companies, etc.)
  • Provide compliance reviews of Engineering Standards and procedures for pipe design and components, welding, construction requirements, corrosion control, testing, operations, maintenance, qualifications and integrity management to validate compliance requirements and Incorporated by Reference standards
  • Provide support and participate in pipeline safety compliance and corporate initiatives as needed
  • Support and drive a strong safety and compliance culture in line with corporate and department initiatives.

Minimum Qualifications

  • Bachelor degree in Engineering or technical discipline from an accredited university, or equivalent experience.
  • 10+ years in transmission pipeline construction or operations or similar natural gas industry, with a minimum of 7 related to DOT Regulatory Compliance
  • In-depth knowledge and understanding of applicable industry codes and standards (CFR 190-193, ASME B31.8, ASME B31.8S, ANSI, NFPA-59A, NACE, PHMSA Advisories, Relevant API standards, including but not limited to API 1171, 1104, 620, etc.
  • Broad expertise in design and construction requirements, quality management practices, pipeline integrity functions and understanding of pipeline operations and maintenance
  • Good working knowledge of pipe inspection and repair technologies.
  • General knowledge in Liquified Natural Gas project design, procedure development and compliance.

  • Ability to work in a fast paced and continuously changing regulatory environment

This position requires candidates to:

  • Be part of an on-call rotation and provide emergency support as required
  • Have current, valid authorization to travel internationally (including but not limited to Canada, US and Mexico)
  • Successfully complete pre-employment medical screening, including drug and alcohol testing
  • Have and maintain a valid driver's license and provide a driver's abstract (record) for review
  • Travel to other company locations for temporary assignments, meetings or training (estimated up to 25% of work schedule)
