Summary:

The Industrial Process Refrigeration Compliance Manager is responsible for ensuring that operations and processes comply with all regulatory requirements and industry standards. The compliance manager guides teams to maintain compliance excellence, address regulatory challenges and promote continuous operational improvement of ammonia and non-ammonia refrigerant systems located at seafood processing facilities and on fishing/seafood processing vessels.

Essential functions (responsibilities, tasks, supervisory needs)

  • Regulatory Compliance: Develop and maintain a comprehensive compliance program to ensure all refrigeration systems comply with applicable state and federal rules and regulations including EPA Risk Management (RMP), Clean Air Act (CAA 608) and OSHA Process Safety Management (PSM) programs.

  • Industry Refrigeration Standards: Application of International Institute of Ammonia Refrigeration (IIAR)(1-9) and other related industry standards. Ensure minimum system safety requirements for closed-circuit ammonia refrigeration systems is implemented.

  • Compliance Audits: Conduct regular audits and assessments of operations, policies, and documentation to identify and resolve non-compliance issues. Coordinate and schedule 3rd party audits.

  • Document Management Systems: Develop and maintain compliance documentation, including policies, reports, and records.

  • Regulatory Agency Interactions: Establish and maintain relationships with regulatory agencies, certification bodies, and external auditors. Coordinate the submission and management of regulatory filings.

This is a salaried exempt position with an annualized salary range of $100k to $130k.

Minimum Requirements

Required Qualifications (education, years of experience, KSAs)

  • The combination of education and experience equivalent to an Associate degree from an engineering college or technical refrigeration school.

  • A minimum of two years of working experience with ammonia or non-ammonia refrigeration systems and associated regulatory requirements.

  • Work experience and/or related training with process safety management involving ammonia refrigeration or other refrigeration systems.

  • Individual should have good organizational skills, be detail oriented, self-motivated and possess good leadership skills.

  • Ability to travel and work in remote locations under extreme environmental conditions, up to 40%

  • Must have or be able obtain an EPA Section 608 Technician Certification (Universal rating) within 6 months of hire.

Preferred education and experience

  • Five years working experience with ammonia refrigeration systems and associated PSM requirements.

  • Individual must have good interpersonal and team skills to function as a team member and leader.

  • In-depth knowledge of RMP/ PSM standards and other relevant occupational safety regulations.

  • Experience working with vendors and contractors

  • Working and technical knowledge of refrigeration and maintenance systems, equipment installation/startups and plant utility equipment

Additional eligibility requirements (language skills, training, certifications, DL, licensing):

  • Must have or be able to obtain a HAZOP (Hazard and Operability Studies) certification within 6 months of hire.

  • Ability to read, analyze, and interpret professional journals, technical procedures and governmental regulations.

  • Ability to write technical reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

  • The ability or familiarity with the use of document management and design software, AutoCAD as well as word processing and spreadsheets.

Work environment (includes travel/on-call):

  • The noise level in the work environment is usually moderate but vessel and facility time is required.

  • At times the employee will be required to travel in wet, cold environments.

  • This position is based in Seattle with frequent travel along the Interstate-5 corridor (between Bellingham and Tacoma) and Alaska with infrequent travel to Minnesota and Georgia.

Physical demands:

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is occasionally required to stand; walk; reach with hands and arms and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 10 pounds.
