Disaster Recovery Specialist III - Los Angeles, CA

IEM is looking for a FullTime-Disaster Recovery Specialist III that will support our State and Local Disaster Response and Recovery Team with its FEMA disaster recovery efforts, workinghand-in-handwith the state /local government and private non-profit representatives to guide them through the Public Assistance process.

Primary Location:

• Live anywhere that meets remote work requirements in the United States including Puerto Rico.
• Work will take place eitherin the field,in an office environment,or remotefrom a personal location and will depend on theneedsof the project.
• Schedule may includework on weekends ormore than40 hoursper week in order to help communities struck by disaster.
• Assignmentscould last 1-12 months with potential for extension.

Travel Requirements:

• Once hired you willtravel(deploy) across the United States- including Puerto Rico, as needed by our clients.
• Daily travel and other expenses are reimbursablein accordance withFederal Travel Regulationsor DoD Regulations.

Essential Functions:

• Provide general programmaticassistanceto applicants andmaintaincurrency of and compliance with applicable state and federal grant management policies and procedures relating to the Public Assistance Grant Program.
• Identifypotential impacts / implications of policy changes to Federal/State/local programs.
• Perform damage assessments, develop damage inventories, develop scopes of work, compile cost documentation, upload project documentation,anddevelopdetailed costestimatestoestablishpotential eligibility for FEMA funding and extent of applicable damages.
• Performproject validation reviews and address any inconsistencies, special considerations, and compliance issues with management.
• Plan and conductmeetings andbriefingfor applicantsregardingthe program.
• Develop 406 Hazard Mitigation Proposals including benefit cost analysesand recommendations to reduce oreliminatethe chance of damages occurring in the future.
• Review supporting documentation for the assigned subawards to ensure that each subrecipient receivesappropriate reimbursements.
• Develop,maintain,andimplementplans and procedures associated with the effective and efficient delivery and monitoring of grant performance of the Public Assistance Grant Program.
• Works closely with Federal,Stateand local representatives and must be able to clearly communicate aspects of the FEMA PA program.
• Perform quality control review procedures over work performed by other Disaster Recovery Specialists and Grants Management Specialists.
• Collaborate with IEM's Disaster Recovery Grants Management Specialists toidentifyand elevate financial or administrative issues for resolution, including responding to Federal Awarding Agency or Recipient Request for Information.

Minimum Qualifications:

• Experience:Five(5) yearsofexperience with FEMA Public Assistance or other FEMA Grant Programs.
• Demonstrated abilityto interpret grant policy and procedures, to read and interpret grant guidelines and contracts, and to communicate effectively orally and in writing. The ability toassistwith preparing written reports and conducting analysis.
• Ability to work independently with minimal supervision as well as within a team framework to accomplish objectives under a tight deadline.
• Must be willing and able to obtain andmaintaina federal security clearance through an extensive government background check with fingerprints.
• AdvancedLevel understanding of:

  • Disaster recovery, emergency management and associated state/federal legislation.
  • Provided IT tools and document management tools to create, organize and maintain projectdocuments;including Microsoft Office applications as well as smartphone /text usage.
  • FEMA and State and Local grants management workflow software and documentation management systems ateither theFederal (preferred FEMA), State, Local Recipient/Subrecipient level.
  
  
  
  

Preferred Qualifications:

• Degree: Master'sdegree from an accredited college or university with a major in engineering, public administration, emergency management, insurance, business administration, or related field.
• Experience within the commercial and/or public industries including, but not limited to, government entities/facilities (including military), medical facilities, schools, transportation (roads and bridges), coastal entities, water/waste treatment and utilities/power.
• Professional Registration or Certification including Professional Engineer (PE), Registered Architect, Project Management

• Office Locations:Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which theyare required towork for that project.
• RemoteLocations:All remote work environments require the ability tomaintainminimumInternet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100msor less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for thepurposesof maintaining the Internet connection, if needed.
• Situational Awareness:During site assessments, conditions may be austere including prolonged exposure to excessive heat and cold, prolonged sun exposure and no electricity,heator air conditioning. Other potential risks include air quality issues, standing water, mosquitos, snakes,debrisand other potential exposures.
• Physical Requirements:Site assessments may require extensive walking and standing forlong periodsof time; working in small spaces,tunnelsand ditches; climbing ladders.
