DESCRIPTION OF WORK

This role involves advanced professional responsibilities focused on the analysis and evaluation of the Bureau of Oil and Gas Planning and Program Management (Bureau) within the Office of Oil and Gas Management (OOGM). The position entails conducting complex analytical and evaluative tasks at the program level, particularly concerning the development, implementation, and maintenance of data management systems. The individual in this role will collaborate with OOGM staff to document, enhance, and sustain various online applications and databases pertinent to the Bureau's operations. Additionally, the work includes assessing and ensuring the quality of the OOGM data management systems, specifically those related to oil and gas data. A strong understanding of various data sources is essential, as the incumbent will be responsible for preparing intricate reports derived from these sources to inform recommendations for the effective administration of the program. Furthermore, the position demands technical expertise in analytical processes and data sets. The incumbent will also act as the bureau's primary federal grants compliance coordinator, serving as a liaison between OOGM and the Department of Environmental Protection's Grants Center, the Office of Fiscal Management, and the Office of Contracts and Procurement. Ultimately, this role requires thorough analysis of OOGM data and the preparation of diverse, complex reports that detail the contributions of OOGM staff, contractors, and grant subrecipients in meeting various federal grant reporting obligations.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year as a Program Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of analytical experience, one of which includes professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
  • An equivalent combination of experience and training.
