IPLAN SPECIALIST

The Champaign-Urbana Public Health District (CUPHD) is seeking a part-time (28-hour week) IPLAN Specialist to lead and coordinate the Illinois Project for Local Assessment of Needs (IPLAN) within CUPHD. This position plays a critical role in fulfilling CUPHD's obligations under the Illinois Administrative Code Section 600.400 by guiding the community health assessment and planning process for Champaign County every three to five years. The IPLAN Coordinator ensures that the assessment and planning activities adhere to the Mobilizing for Action through Planning and Partnerships (MAPP 2.0) model and align with the core functions of public health. MAPP 2.0 enables communities to identify health priorities, develop effective strategies, and mobilize partnerships to improve community health outcomes, empowering communities to create sustainable and equitable solutions for the well-being of their populations.

Responsibilities include:


  • Convene and orient the IPLAN Executive Committee, ensuring diverse representation from sectors such as healthcare, social services, education, law enforcement, business, and faith communities. Guide the committee through the IPLAN process, including historical context, certification requirements, health indicator analysis, and health priority determination.
  • Utilize the IPLAN Data System and other data sources to create a comprehensive community health profile.
  • Analyze data on demographics, socioeconomic factors, general health, maternal and child health, chronic diseases, infectious diseases, and environmental health.
  • Facilitate discussions to evaluate current health priorities based on data and community input.
  • Conduct detailed analyses of health problems, identifying direct and indirect contributing factors.
  • Identify barriers to address health issues and develop solutions to overcome these barriers.


Requirements include:


  • Bachelor's degree in Public Health, Health Administration, Community Health, or a

related field. A master's degree is preferred.


  • At least 2-4 years of experience in public health, community health assessment, or health planning. Previous experience with IPLAN or similar community health assessment models is highly desirable.
  • Occasional travel within the community and attendance at evening or weekend meetings to engage community members and stakeholders.
  • Comfortable working in a dynamic, team-oriented environment with frequent interactions with public health professionals and community members.

The expected starting hourly pay is $27.53/hr. Full hourly pay for a Class 7 IPLAN Specialist is $27.53 - $37.16 for a 28-hour week.
