HSE Specialist TAR and Capital Projects

How will you CONTRIBUTE and GROW?

This role is a member of the Air Liquide North America (NAM) HSE support services group. This role demonstrates HSE technical and management system competencies that bring value to the organization by proactively recommending and assisting TAR (Turn Around Maintenance) and Projects with HSE solutions. The scope is a remote field role that supports NAM TARs and Projects in the US and Canada in preparation for work and providing HSE technical support during work performed. This role will work closely with Field Sourcing, TAR Managers / Planners, and contractors. Additionally, this role will work with regional/site NAM HSE Specialists providing guidance and coaching for safety compliance and injury risk control during TAR and Project work activities.

KEY RESPONSIBILITIES

  • Provides HSE support during plant turn-around and projects

  • Obtains assistance and support for field locations from other Air Liquide HSE personnel and/or other Air Liquide support services.

  • Performs contractor safety management pre-work reviews, site contractor work overview, and post contractor work assessments.

  • Review plans and specifications for new machinery and equipment to ensure safety, health, and environmental requirements are met.

  • Responds and provides direct HSE assistance to sites in emergency situations.

  • Participates in MOC review, HAZOP, and FMEAs for processes and products as needed.

  • Coordinates with project planning managers and direct reporting manager to ensure HSE support for TAR and Project schedules are understood and potential HSE issues anticipated.

  • Quickly adapts to TAR and Project schedule changes and communicates timely with reporting manager and stakeholders to ensure continuity of HSE support.

  • Partners with project planning managers, plant managers, and AL site operations employees to resolve on-site contractor issues as needed.

  • Act as a technical HSE resource during TAR and Project activities.

  • Supports site HSE Specialist mentorship of staff development during TAR and Project activities.

  • Occasional external customer (commercial or regulatory) contact is an expected part of the role.

  • Understands customer requirements and competently addresses moderately complex requests independently.

  • Forms, leads, and actively participates in teams and efforts to achieve HSE department goals that align with the NAM HSE strategic plan.

  • Routinely evaluates HSE processes in alignment with strategic objectives to identify waste and continuous improvement opportunities.

  • Facilitates and/or assists with root cause analysis using industry standard methodologies.

  • Researches, interprets, and validates required local regulatory / AL general program requirements on a case by case basis.

  • Utilizes EHS data analysis and validation information to develop solutions for HSE improvement opportunities.

REQUIRED EDUCATION & QUALIFICATIONS
  • Bachelor's degree in HSE or STEM discipline.

  • Advanced understanding with application of compliance standards; Advanced understanding with application of risk assessment methodologies and tools.

  • Confined space entry; Energy isolation; Fall protection; Process Safety experience

  • Experience working with multiple contractors on site projects to review safe work plans, prescribing requirements to address risks, and resolving unsafe conditions/behaviors with contractor management.

  • Certifications in field of expertise preferred (CSP, CIH, OHST, REM, REP, etc)

  • 5+ years HSE operations experience working in industrial gas, energy, manufacturing, or construction operations. Advanced degree may be substituted for 3 years experience.
