Job Overview
The Director of Subcontracts & Procurement is responsible for leading global project site procurement operations and ensuring exceptional support is provided to internal business and operational teams. The Director of Subcontracts & Procurement oversees and manages the subcontracts and purchases through their full lifecycle. The Director of Subcontracts & Procurement ensures department objectives and key performance indicators (KPIs) are achieved and personnel are appropriately managed. Work Model: Remote
Responsibilities
Essential Duties & Job Functions:
- Manages team performance and daily operations, ensuring operational requirements are successfully achieved and key performance indicators (KPIs) are consistently met or surpassed.
- Supervise and provide guidance, training, direction, and an environment of growth and accountability for staff.
- Manages the entire subcontract and procurement lifecycle, ensuring compliance, performance, and adherence to performance standards.
- Provide exceptional procurement support to internal business and operational teams, ensuring timely and cost-effective acquisition of goods and services to maximize value, minimize delays, and contribute to overall project success.
- Support the launch and execution of new project sites, ensuring seamless alignment between procurement operations and project requirements.
- Lead strategic efforts to continuously improve sourcing and supply chain operations, leveraging technology, enhancing policies and procedures, and utilize best practices to increase efficiency and transparency.
- Lead for maintaining and implementing enhancements to company procurement policies and procedures to comply with government acquisition regulations, company objectives, and operational best practices.
- Lead internal and external audits ensuring sufficient supporting documentation is provided in a timely manner.
- Ensure all procurement activities comply with company policies, FAR, FAR supplements, and other external regulations while driving process integrity.
- Proactively identify and mitigate supply chain risks, ensuring the business remains agile and responsive to changing market conditions.
- Performs other related duties as assigned.
Job Requirements
Mandatory:
- Advanced degree in accounting, business, finance, contracts and contracting, purchasing, economics, supply chain management, or related field; or twelve (12) years of specialized Federal Government contracting or Prime Contractor contracting and procurement experience with cradle to grave processing of commodities, large complex services, Architectural & Engineering (A&E), design build, and large construction requirements.
- Education and experience may be substituted interchangeably.
- Six (6) years of experience in a direct supervisory capacity managing, motivating, developing, and overseeing staff members with responsibility for policy, compliance, training, and processing of subcontracts and procurements.
- Four (4) years of procurement experience with a CPSR compliant purchasing system.
- Expert knowledge of the FAR, FAR supplements, and other external regulations.
- Proficient level knowledge and experience with automated procurement system(s) (e.g. Oracle, Maximo, SAP, Deltek, etc...).
- Advanced presentation, teambuilding, and leadership skills.
- Ability to perform in complex cross-functional business environment.
- Intermediate level in mathematical functions.
- Intermediate in MS Office products including Microsoft Excel, Word, and Outlook.
- Ability to obtain and maintain a favorable National Agency Check with inquiries (NACI), Secret DoD security clearance, Top Secret DoD security clearance, or Intelligence Community clearance as may be required by a contract position.
- Able to successfully pass any employment background check and/drug test as required.
