Job Description

Torch Technologies is seeking a technically proficient and forward-leaning Program Manager - Technical to lead and manage high-complexity digital engineering initiatives in support of PEO Aviation (PEO AVN). This role oversees the development and execution of advanced systems engineering and digital transformation strategies across air, ground, and maritime domains. The ideal candidate will bring a strong background in model-based systems engineering (MBSE), unified architecture frameworks (UAF), and sustainment-focused lifecycle integration, while also supporting business development and program growth.

Responsibilities:



  • Lead complex, high-risk technical programs, including oversight of budget, schedule, and deliverables.
  • Direct the integration and execution of Model-Based Systems Engineering (MBSE) approaches across all program phases.
  • Develop and manage Unified Architecture Framework (UAF)-compliant models to support enterprise interoperability and digital thread implementation.
  • Guide the sustainment engineering and airworthiness certification processes through digital transformation.
  • Provide strategic leadership for the implementation of digital engineering (DE) capabilities across the enterprise.
  • Collaborate with internal and external stakeholders to ensure alignment with mission needs and customer objectives.
  • Oversee multidisciplinary teams, coordinate technical efforts, and ensure quality execution of program deliverables.
  • Manage vendor relationships and evaluate technical compliance of solutions and deliverables.
  • Drive innovation through the evaluation of emerging technologies (AI, data analytics, machine learning) and their application to customer missions.
  • Support business development by contributing to white papers, technical proposals, and customer engagements.
  • May be responsible for profit & loss (P&L), follow-on business, and customer expansion activities.
  • Represent the company in technical advisory capacities, mentoring junior engineers and influencing best practices.

Job Requirements

  • Bachelor's degree in Systems Engineering, Business, or a related technical discipline.
  • 12+ years of related experience.
  • Extensive experience indriving Digital Engineering and Model-Based Systems Engineering (MBSE) efforts in complex, multi-service defense programs (e.g., Army, Air Force, Navy, USMC, SOCOM).
  • Experience in digital transformation, MBSE leadership, and program execution across joint service environments.
  • Proven expertise with MBSE tools and frameworks such as Cameo, SysML, and DoDAF.
  • Track record of success leading large-scale defense initiatives, including ACAT-1C programs.
  • Strong communication, collaboration, and technical mentoring skills.
  • Active DoD Secret clearance is required.



Preferred Qualifications:



  • Advanced working knowledge of MBSE methodologies and practical experience applying SysML in mission-critical environments.
  • Familiarity with standards such as FACE, MOSA, DO-178C, and Joint Architecture Frameworks.
  • Understanding of supply chain and lifecycle logistics challenges across air, land, and maritime platforms.
  • Prior experience integrating digital engineering into sustainment, certification, and enterprise transformation efforts.
