Benefits Compliance Analyst

HealthPartners is currently hiring for a Benefits Compliance Analyst. The analyst ensures that HealthPartners remains compliant with the Affordable Care Act (ACA) and other regulatory requirements (e.g., Section 125, Non-Discrimination). This position is ideal for someone with strong analytical skills and an interest in benefits administration, compliance, and reporting. This position is responsible for monitoring employee eligibility, preparing reports, 5500 form completion, non-discrimination testing, life event maintenance, and compliance and reporting.

Required Qualifications:



  • Bachelor's degree. Equivalent experience totaling 4 years will also be considered in lieu of degree.
  • Three (3) years of experience with ACA Administration (including experience with monthly and annual eligibility determinations, 1095c generation, interface experience, offers of coverage).
  • One (1) year of benefits administration experience including experience in establishing and administering benefit procedures and administrative systems.
  • In depth knowledge of federal statutes, rules and regulations that govern employee benefits in welfare and retirement plans.
  • Strong analytical and critical thinking skills.
  • Strong verbal and written communications skills
  • Ability to work effectively as a team member.


Preferred Qualifications:



  • Master's degree in human resources, business administration or related field
  • Benefits certification(s) (e.g., CEBS)
  • Previous experience in a matrixed and/or health care organization.
  • Experience utilizing ADP Health Compliance platform.
  • Experience within a multiple health care employer environment.
  • Experience in a unionized environment
  • Experience with Oracle ERP


Hours/Location:



  • M-F; Days
  • This position is primarily remote with occasional onsite requirements. Therefore, we prefer local candidates who can easily attend these onsite meetings when needed.


Responsibilities:



  • ACA Compliance Monthly Process - partner with ADP to process reporting for the monthly reports to determine new eligibility. Ensure life events are available to newly eligible colleagues and communicate with them. Lead on trouble shooting any issues within Oracle and serve as a touchpoint for questions.
  • Responsible for ACA Potential Penalty processing to include researching potential penalties and solutioning issues with offers of coverage, data issues or potential interface issues.
  • ACA Compliance Annual Process - partner with ADP to process reporting the for the annual reports. Serve as SME to coordinate this effort with the Open Enrollment Project to ensure employees will be able to enroll in their Open Enrollment Life event. Communicate with employees surrounding choices and eligibility. Facilitate the upload of appropriate coding within Oracle. Responsible for Issue resolution.
  • Participate in weekly calls with ADP to raise issues, identify potential interface issues, solution errors and on special projects such as monthly eligibility, annual eligibility and 1095c production.
  • Responsible for 1095c efforts with ADP to include solutioning error reports, identifying data and interface issues, triaging Service Now tickets surrounding 1095c, communicating expectations surrounding year end forms and reprint requests.
  • Responsible for 5500 Reporting in collaboration with external vendors, internal reporting, and Finance partners.
  • Responsible for Non Discrimination Testing, including mid-year testing. If remediation is needed mid-year, partnering with HR Tech to stop deductions and craft communications to affected members. Oversight is required to coordinate the changes in the system, communication to members and communication with the plan. Retesting later in the year is required.
  • Communication, education, and training of Benefits Stakeholders to include other legal employers, HR Tech, Service Centers, Physician Services, Labor Partners, and other benefits colleagues.
  • Support for auditing efforts in partnership with Benefit Subject Matter Experts to ensure plans, coverages and rates are compliant with the plans. Includes Medical, Dental, FSA, HSA, Life and Disability plans as well as PTO plans.
  • Reporting requests to determine and ensure compliance.
  • Life Event Maintenance and monitoring to ensure Life Events and plan options comply with ERISA and Section 125 regulations as well as plan rules.
  • Responsible for maintenance of required notifications in partnership with legal to include Non Discrimination, Privacy Policies, Cobra notifications, SPDs, SBCs, etc.
  • Cobra Compliance to include interface issue resolution, auditing, and testing.
  • Project Support for Open Enrollment to include testing and life event maintenance.
  • Other duties as assigned.
