Position Summary
Position is responsible for managing quality functions across various stages including receiving, fabrication, machining, assembly, and testing. This role involves developing Inspection and Testing Procedures (ITP) with vendors and stakeholders to ensure quality assurance and operational excellence for machinery, materials, and operations throughout the vessel fleet. The specialist assists Port Engineers with surveying vessels, generating work lists, noting deficiencies to codes and regulations, and preparing shipyard maintenance specifications and repair contracts. They evaluate vessel operational problems, research solutions to achieve quality for the business and customer.
Duties And Responsibilities
ESSENTIAL:
- Capture Cost of Poor Quality (COPQ) and driving associated projects and corrective actions resulting in COPQ reduction.
- Developing ITP (Inspection and Testing Procedures) utilizing OEM (Original Equipment Manufacturer) Specs, Class Society with vendors and stakeholders to ensure quality assurance and operational excellence for machinery, materials, and operations throughout the vessel fleet.
- Assist Port Engineers with surveying vessels, generating work lists, notating deficiencies to codes and regulations, and assisting in the preparation of shipyard maintenance specifications and repair contracts.
- Assist with acceptance of work scopes in accordance with detailed specifications and tolerances to ensure no rework and COPQ.
- Evaluating vessel operational quality matters, researching solutions and new construction/modification designs, and developing recommendations to the Marine Technical Manager.
- Working within the QMS (Quality Management System) and organization leaders to document COPQ, NPT and Lessons learned for communication throughout the Marine and Global Oceaneering Organization.

- Providing Quality Assurance training, assisting and developing peers and subordinates to achieve desired results.
- Keeping management team abreast of issues identified during quality assurance activities.
- Actively lead the continuous quality improvement process.
- Support corporate quality initiatives and One Oceaneering concepts.
- Responsible for managing the Non-Conformance Process, Corrective Action Process and Preventive Action Process.
- Track and drive corrective action and root cause analysis process from inception to closure.
- Verify that revised processes, procedures and other applicable systems are in use, functional and efficient.
- Keeps management team abreast of issues identified during quality assurance activities.
- Responsible for managing internal audit processes and associated corrective actions.
Qualifications
REQUIRED:
- High School Diploma or equivalent; Bachelor's degree in technical or quality discipline preferred.
- Three (3) plus years of relevant experience in Quality, or Construction of steel ships, or an equivalent combination of education or experience. or, any combination of education and experience from which comparable knowledge, skills and abilities have been achieved.
- Demonstrated leadership and teamwork skills through effective influencing and challenging an organization to improve.
DESIRED
- Three (3) years of experience with US Coast Guard or other Flag State Authorities, International Association of Classification Societies and International Maritime Organization rules and regulations.
KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS:
- Considerable knowledge of shipbuilding trades and Marine Classification Society codes and standards.
- Knowledge of appropriate steps to analytical problem solving.
- Skill in the use of testing instruments such as calipers, micrometers, hygrometers, manometers, tachometers, and pressure measuring devices.
- Ability to read and interpret shipyard maintenance specifications, repair contracts, and blueprints.
- Ability to research codes, regulations, ship modifications, and new techniques in ship operations.
- Ability to understand techincal drawings, manuals and procedures to delveop guidelines for work packages.
- Ability to establish and maintain cooperative working relationships.
- Ability to work in a team environment, remaining attentive to ideas, recognizing responsibilities, and actively participating with others to accomplish assignments and achieve desired goals.
