Position Summary

Odyssey Systems is recruiting for a Senior Program Manager, supporting the Tactical Exploitation of National Capabilities (TENCAP) Program Office, at Colorado Springs, CO. TENCAP is part of the ISR/SOF Directorate (AFLCMC/WI), who is responsible for equipping our warfighters to win the fight. The Directorate executes a $22 billion acquisition portfolio developing, producing, testing, modifying, fielding, and supporting Air Force ISR and SOF platforms, and related sub-systems.



Responsibilities

Duties include, but not limited to:

    Possess the advanced knowledge, experience, and recognized ability to be considered highly skilled in Program Management. Must work independently and be able to apply procedures.
  • Prepare and review documents, plans, and presentations (e.g., Program Protection Plans (PPP), PWS development, integrated master plans and schedules, Acquisition Program Baseline, Risk Management Plans, etc.)
  • Provide support to research, develop and implement Mission Needs Statements (MNS), Concept of Operations (CONOPS), recommend physical location, communications architectures, and document initial Tactics, Techniques, and Procedures (TTPs) developed through user feedback of the project.
  • Provide specialized acquisition and program management services to assist the Government with acquisition planning, modification execution, and program support.
  • Develop, review, coordinate, and follow-up on cost estimate requests, cost impact requests, changes in scope, purchase requests, and fund cite authorization letters for platform modification program services.
  • Provide program management services to support AF TENCAP Program Management Reviews (PMRs), System Requirements Reviews (SRRs); Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), Configuration Control Boards (CCBs), System Safety Groups (SSGs), production status meetings, design reviews, Technical Interchange Meetings (TIMs), provisioning and supply conferences, technical data conferences, Test Plan Working Groups (TPWGs), Test Readiness Review (TRR) meetings, Crew Station Working Groups (CSWG), and other associated program meetings and conferences.
  • Provide agendas, briefing materials, and minutes to support meetings as required
  • Advise and assist the Government in the development and justification of budget estimates and justifications which are submitted to Congress each year.
  • Participate in determining requirements, forecasting, distribution, and redistributing materiel.
  • Track procurement and receipt of modification kits and assets, and aircraft installation and completion schedules.
  • Coordinate with Government agencies, other contractors, aircraft operational units, depot and contract field teams, and vendors to resolve kit shortages, discrepancies, schedule changes, technical issues, and repair/replacement of assets found faulty upon installation.
  • Coordinate and track aircraft induction and completion schedules, aircraft status, and shipment and delivery of installation kits and other assets.
  • Coordinate with operational unit and contract field team representatives to maintain and distribute established installation and modification status reports.
  • Utilize the Comprehensive Cost and Requirements (CCaR) system to initiate documentation and generate reports to define and coordinate program requirements, formulate budgets, forecast program execution, track the program execution, and reconcile execution data.
  • Assist with the management of Government Furnished Materiel (GFM) for all projects in development and/or transition to a warfighter in Government and contractor facilities.
  • Update and maintain documentation/storage records, coordinate on destination and shipping modes, develop shipping documents, and coordinate movement, handling, and shipping.
  • Assist in the development of Appendix B - "Government Furnished Property (GFP)", which identifies required parts needed by the weapon systems contractor to repair/modify aircraft.
  • Track the cost of the GFM for each aircraft to prevent loss of funds.
  • Travel worldwide on short notice and provide technical support for unique technology applications developed by AF TENCAP as opportunities arise.
  • Support general transition and program integration activities, support transitioning projects to AF organizations, Joint Services and other Government agencies.
  • Maintain currency of AF TENCAP historical records/documents, AF TENCAP PMRs and other related program data, to include a current distribution list and AF TENCAP documentation on file with outside agencies when required.

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Top Secret

Education & Years of Experience:

  • Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD.
  • OR bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD.
  • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD.

Technical Skills

  • Must have current, acquisition and program management knowledge and experience in support of aircraft weapon systems, DoD weapon systems are preferred.
