As a part The Department of Public Works and Environmental Services (DPWES), Wastewater Management (WWM) supports the mission and vision to create and preserve a sustainable community to protect the environment and public health of residents of Fairfax County.
The Wastewater Planning & Monitoring Division (WPMD) of DPWES seeks a well-qualified Pretreatment Program Manager to lead its industrial waste pretreatment program, a state and federally mandated regulatory program. The incumbent is responsible for:
- Providing subject matter expertise in both practice and leadership by planning the direction of the program with the Chief Environmental Monitoring and WPMD Director, guiding the Industrial Waste Section team in carrying out policies and procedures, and partnering with supporting agencies, the business community, and the public to achieve program goals.
- Effectively negotiating agreements with multiple local jurisdictions that receive or contribute wastewater from/to Fairfax County,
- Working with partner agencies to accomplish projects of joint interest, cooperating with oversight agencies to meet regulatory obligations, and resolutely working with senior county management, county attorneys, and board of supervisor staff to address significant issues.
- Managing staff who are highly skilled in monitoring, inspecting, permitting, compliance assistance, and enforcement of industrial users of the POTW, and investigation and mitigation of wastewater hazards.
- Judiciously applying regulations, particularly Chapter 67.1 of Fairfax County code and applicable federal laws, to evaluate the compliance of industrial users, guide users in meeting standards and requirements, and exercise enforcement authority to compel compliance, altogether conceived and implemented in a legally defensible manner to achieve program goals.
- Developing local pretreatment limits to protect the POTW, coordinating with branch staff to prepare and distribute educational materials to users and the public.

- The ability to communicate with lay audiences including citizens, contractors, and neighboring jurisdictions.
- The ability to work independently and collaboratively.

Note: Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position is designated as emergency service and is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited college or university with a degree in chemistry, biology, or sanitary engineering; plus four years of diverse, professional experience in an environmental regulatory program. One year of the required experience should be in a supervisory capacity.
CERTIFICATES AND LICENSES REQUIRED: A valid driver's license.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer prior to appointment.
PREFERRED QUALIFICATIONS: The ideal candidate will have three (3) years or more of experience in each of the following areas:
- Leading an environmental regulatory program, preferably in wastewater management.
- Mentoring and coaching environmental staff to support effective program implementation and professional growth.
- Applying county, state, and federal regulations-such as Chapter 67.1 of the County Code-and integrating them into wastewater discharge permits/authorizations, interjurisdictional agreements, enforcement actions, senior management briefings, and legal proceedings.
- Organizing, prioritizing, and delegating multiple program components to ensure assignments are completed on time and within budget.
- Preparing, delivering, and defending reports, briefings, and presentations to achieve targeted outcomes.
PHYSICAL REQUIREMENTS: Ability to communicate effectively, both orally and in writing. Ability to lift up to 60 lbs. Ability to operate county vehicles to various locations throughout Fairfax County and attend meetings. Ability to physically navigate rough terrain and typical construction sites. Ability to stand, walk, climb and kneel. The ability to wear required personal protective equipment in an outdoor environment, including hard-hat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. Visual acuity is required to read data on computer monitor; incumbent must be able to operate keyboard driven equipment and to use other automated technology to input, access, and retrieve information.
