Director, Comprehensive Community Services

Department: Behavioral Health Services (BHS)

Full-time, Hybrid

Salary Range: $71,572.80 - $113,152.00/yr

Job Summary

This executive level director will be responsible for the leadership, direction, growth, budget, quality oversight and success of the Milwaukee County Comprehensive Community Services (CCS) program. This will include ensuring that all regulatory compliance standards are met, quality endeavors are ensured, all staff are adequately supervised, the network is supported, and there is continuity between youth and adult CCS services.

Job Responsibilities



  • Leadership of CCS Program - Assures a high quality and effective plan for the delivery of CCS for adults and youth with mental health and substance use needs and the efficient oversight of all care coordination and ancillary services, including operational structures, workflows, and utilization management.
  • Budget Management - Oversight of $107 million budget with BHS fiscal for CCS salaries, expenses, and provider contracts. Oversee the monitoring of contract expenses, revenue reports, and WIMCR submission for CCS. Make recommendations for budget improvements, changes, and ways to maximize revenues.
  • Quality Oversight and Regulatory Responsibility - Responsible for all aspects of continuous quality improvement for the CCS program. Provide oversight of data collection, analysis, and outcome measurements. Ensures full regulatory compliance with DHS 36 which includes responsibility for DQA surveys and CCS certification.
  • Supervision, Direction, and Evaluation of Managers and Other Staff - Evaluate managers and other staff performance as needed; interview and hire new staff; prepare staff training/orientation; address performance issues and disciplinary proceedings as needed; manage staff workloads; meet regularly with staff for individual supervision and group team meetings.
  • Oversight of Provider Network - Provides oversight of and support to the CCS provider network and ensures network adequacy. Works with CCS leadership to analyze the network, identifies gaps and opportunities, and gives direction for a high-quality network of vendors for both care coordination and ancillary services.
  • Planning and Development - Extensive knowledge of program design and development of initiatives. Conduct gap and market analysis as needed to recommend new initiatives and improvements to the CCS service delivery system.
  • Responsible for DHS 36 CCS Policies and Procedures - Works with CCS leadership to develop and maintain CCS policies and procedures that are reflective of and upholding of DHS 36 requirements per state statue. Policies will be written to promote continuity of the CCS program across the lifespan.
  • Participate in Leadership Meetings and Committees - Participate as a member of the BHS Executive Team and function as a Department of Health & Human Service's BHS representative in public venues, state meetings, countywide leadership meetings.
  • Ability to lift, carry, push and pull up to 15 lbs.
  • Other duties as assigned.


Required Education, License/Certification and Experiences



  • Current residency within the State of Wisconsin upon application required
  • Valid Wisconsin Driver's License and a reliable insured vehicle are required and must be maintained throughout incumbency
  • Master's degree or higher in Human Services, Social Work, Psychology or closely related field required
  • Five (5) years or more of work experience in Behavioral Health, Human Services or Social Work required
  • Three (3) years or more of work experience in a Supervisory, Management or Director role required
  • Knowledge of federal, state, and county regulations in relation to the provision of behavioral health services and an understanding of CCS, CSP, TCM, IPS and substance abuse treatment programs services required
  • Basic knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required



Preferred License/Certification and Experiences



  • Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Advanced Practice Social Worker (APSW), or Licensed Marriage and Family Therapist (LMFT) preferred
