Responsibilities

The Sponsor's program office is a neutral entity with internal Sponsor partners to inform risk and deconfliction of digital signatures. The Sponsor requires support that will assist with building the requirements needed to identify and track measurable or observable attributes or artifacts of a technical system that can allow a third party to identify or link separate instances. This process will allow for deconfliction across regions.

The contractor will provide support for coordinating and completing activities for all source risk assessments of communications techniques and the overall Sponsor's objectives in a timely manner. The following responsibilities may not be fully inclusive of the position responsibilities:

  • Identify and analyze all or part of a component's existing or new peripherals network, or systems requirements, taking into consideration the special technology needs.
  • Work with other engineers, systems analysts, programmers, technicians, or scientists in the design, testing and evaluation of systems.
  • Consult customers, visit workspaces or conduct surveys to determine present and future user needs.
  • Gather data pertaining to customer needs and use the information to identify and predict, interpret, or evaluate system requirements.
  • Assist in assessing, documentation, and tracking new program requirements and follow-on technical exchange meetings (TEMs).
  • Ensure coordination and information flow occurs between all programs and organizational managers.
  • Plan and coordinate program management process activities such as Program Reviews and Control Gate Reviews including scheduling of meetings.
  • Prepare briefings or presentations.
  • Prepare milestone status reports and deliverables or presentations on a system test and evaluations.

All personnel coming into the organization undergo an additional security review that can take anywhere from 7 business days to 45 days.


Qualifications

Required Skills:

  • Must possess and be able to maintain a TS/SCI clearance with polygraph
  • Minimum of 10 years of experience and a bachelor's degree in computer science, engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
  • Demonstrated experience with configuration management.
  • Demonstrated experience with systems or process evaluation; to include identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system or process.
  • Demonstrated experience with requirements analysis and definition.
  • Demonstrated experience with creating professional presentations using PowerPoint, MS Word, Excel and Visio.
  • Demonstrated experience using software such as Jira, Confluence, or similar experience like creating user stories, plan sprints, or track work requirements

Desired Skills:

  • Demonstrated experience supporting Operational Technologies across the Sponsor environment.
  • Demonstrated experience with technical threats and mitigations.
  • Demonstrated experience working in a cross-directorate environment serving many different stakeholders.
  • Demonstrated experience in contingency planning and continuity of operations to ensure that mission critical activities are maintained during emergencies.
  • Demonstrated experience creating project plans, managing scope, schedule and budget.
  • Demonstrated experience working closely and collegiately with program offices and varied elements within the Sponsor.
  • Demonstrated experience with fostering and facilitating strategic partnerships across organizational boundaries to positively impact mission delivery.
  • Demonstrated experience with attention to detail, strong organizational skills, and the ability to independently manage and prioritize multiple tasks to ensure deadlines are met.
  • Bachelor's degree in technology, engineering, or related technical discipline, experience.
  • Certification(s)
    • Project Management - PMP certification preferred
    • Agile certification
