Responsibilities

The customer is seeking an experienced and motivated individual to perform in the role of a Systems Integrator. In this position, the candidate will support the Sponsor's Front Office and Training organizations primarily as a Strategic Communications Manager performing a wide range of duties involving initial job planning, scheduling of materials, coordination of internal and external customers/stakeholders, monitoring of job progress, analysis of changes, and problem solving. The selected candidate will work closely to deliver a variety of information to the Sponsor's workforce through diverse dissemination methods, develop and execute marketing strategies that leverage events to engage target audiences and achieve mission goals.

Responsibilities include, but are not limited to the following:

  • Design and develop engaging, targeted content and messages suitable for use across the organization.
    • Communicate at all levels within the government.
    • Create and/or coordinate all Front Office's information for Customer-wide publications.
    • Design, maintain, and enhance the written and electronic communications, create and formalize papers and decision documents.
    • Execute strategic plans for the Office on all communications and assesses current and historic information to determine appropriate audience and dissemination methods.
    • Support the creation, development, and implementation of Agency-wide marketing communications.
  • Help shape and reinforce Front Office's initiatives and be a key player within the offices in developing and executing the communications strategy.
    • Provide strategic plans for future content, papers, etc.
    • Serve as a conduit between organization level and other Directorate communications teams in order to deliver integrated and consistent messaging where necessary.
    • Help define, develop, and implement the Front Office's communication plan and provide support to ongoing communications/multimedia efforts.
    • Develop a strong understanding of internal audiences, agency mission, directorate profiles, and partnered Mission Center goals and objectives.
  • Individual will support the design and delivery of techniques to assess the effectiveness and impact of communication.
    • Use insight and other/previous communication strategies to identify target audiences and partners, support decision making and help inform the overall communication approach.
    • Advise on, analyze, and support the implementation of feedback mechanisms (quantitative and qualitative) available within the organization.
    • Provide key metrics to leadership.
  • Must be able to select and or design appropriate visuals to improve the impact of communication (for example, photography and infographics).
  • Develop outline communication plans, identifying the most effective channels and tools to engage audiences and maximize reach.
  • Organize staff events that advance communication objectives; may include a range of tasks related to logistics and content.
  • Plan, organize, and execute various events while also ensuring events align with the overall marketing and mission objectives.
  • Develop and implement event plans, manage logistics, coordinate with vendors and other IC organizations, and ensure smooth event execution.
  • Develop and execute marketing campaigns to promote events, including digital marketing, social media, and promotional materials.
  • Monitor event performance, track key metrics, and analyze results to improve future events.

SCHEDULE REQUIREMENTS

The Contractor shall provide onsite coverage as defined by the Sponsor during core business hours (0900 AM to 1500 PM, local time, Monday through Friday) exclusive of official Federal holidays.

ADDITIONAL SECURITY REVIEW PROCESS

All personnel joining the Sponsor undergo an additional security review prior to arrival and can take anywhere from 7 business days to 45+ days.


Qualifications

Required:

  • Must possess and be able to maintain a TS/SCI clearance with polygraph.
  • A bachelor's degree (or equivalent years of experience) in liberal arts studies, communications, other associated discipline, or years of relevant experience
  • Minimum of 10 years of relevant experience, with at least three years supporting the customer domain
  • Excellent written communication skills and be able to apply clear, appropriate and creative expression in writing for cables, weekly highlights, and/or other communication media.
  • Ability to track performance, analyze data, and identify areas for
  • Excellent interpersonal and oral communication skills then be able to express complex thoughts and concepts clearly for diverse audiences, addressing varied levels of communication.
  • Ability to establish and maintain effective contacts across Customer, Directorate, Agency, and
  • Ability to compose and maintain documentation such as, but not limited to, correspondence, briefings, standard operating procedures, memorandums, reports, and requirements documents.
  • Strong understanding of digital marketing, social media, and content
  • Must have an understanding of the corporate suite of digital tools in which messaging will be communicated. Required Systems and associated level:
