The ideal candidate will have a proven track record in leading and winning large-scale federal civilian agency contracts. This role requires a strategic thinker with excellent leadership skills and the ability to manage complex capture processes from inception to award. Key Responsibilities:
- Develop and implement comprehensive capture strategies to secure new business opportunities with federal civilian agencies.
- Identify and qualify new business opportunities through market research, client engagement, and industry networking.
- Build and maintain strong relationships with key stakeholders within federal civilian agencies, including contracting officers, program managers, and decision-makers.
- Provide insights and data to shape opportunities and use competitive analysis to optimize win potential.
- Conduct thorough competitive analysis to understand the strengths and weaknesses of competitors and develop strategies to differentiate our offerings.
- Design and deploy the value proposition and manage the gap analysis which make up the win themes of the bid and demonstrate differentiators.
- Identify and mitigate risks associated with capture efforts, ensuring that all proposals are compliant and competitive.
- Support substantive responses to RFIs and RFPs in conjunction with the Proposal, Solutioning, and Client Services teams.
- Identify and finalize teaming partner arrangements. This includes initiating and tracking to completion all teaming partner contractual documents including NDAs, Teaming Agreements, and data calls, gap analysis, proposal and solutioning support.
- Identify and secure Key Personnel and adequate staffing for the opportunity. This includes internal resource staffing candidates and external incumbent capture candidates.
- Identify and vet Past Performance, CPAR, and Project Performance Questionnaires (PPQ) for each opportunity.
- Track and report on capture performance metrics, providing regular updates to senior leadership on the status of capture efforts.
Qualifications:
- Bachelor's degree
- Minimum of 5 years of experience in capture management, business development, or a related field, with a focus on federal civilian agencies.
- Excellent written and verbal communication skills, with the ability to articulate complex ideas clearly and persuasively.
- Strong analytical and problem-solving skills, with the ability to conduct thorough competitive analysis and develop effective capture strategies.
- Deep understanding of federal civilian agency procurement processes and regulations.
