The System Office of Capital, Utilities, and Real Estate, in collaboration with the three universities and other System colleagues, supports the University of Illinois' mission by facilitating and overseeing the development of and adherence to policies, procedures, and systems pertaining to the built environment of the University. The Director of Capital Programs is responsible for overseeing and coordinating capital project delivery processes across the University of Illinois System. The Director will provide leadership and supervise all components of the capital delivery process and related state law and university policies. This position coordinates capital improvement documents and the application of capital contract and project management systems for the University of Illinois System. The Director will oversee and manage the University-wide Auxiliary Repair and Renovation programs well as all emergency project requests. This position is hybrid and can be on any of our three campuses, Urbana-Champaign, Chicago or Springfield.

DUTIES AND RESPONSIBILITIES

  1. Serve as the primary advisor to the Senior Assistant Vice President regarding the capital project delivery process.
  2. Research, conceptualize, define and communicate ideas and issues concerning construction policies, procedures, measures, and protocol and bring them to resolution.
  3. Serve as the primary liaison to campus and university units to troubleshoot problems and evaluate policies, processes, and compliance.
  4. Supervise and collaborate with Capital Programs staff to establish and maintain benchmark goals for analyzing performance of capital projects including quality, financial, and schedule success.
  5. Provide leadership for and coordinate language, content, and maintenance of University-wide capital professional services agreements, construction agreements, bid documents and supporting documents, and the overall contract creation and approval process.. Consult with Legal Counsel and Risk Management for language updates or periodic deviations from boilerplate language.
  6. Collaborate with university personnel in the selection of professional services consultants, construction managers and other professional consultants and assist in negotiating contracts for major University capital projects.
  7. Review and approve contract documents and supporting documentation submitted to Capital Programs through the university contract management and approval system.
  8. Oversee collection of mandated vendor documents prior to sending to the State Procurement Officer (SPO) and Illinois Policy Procurement Board (PPB) for approval.
  9. Review and approve emergency project request prior to sending to the Senior Assistant Vice President and State (SPO/CPO and PPB) for approval.
  10. Provide leadership for and coordinate System-wide auxiliary facilities system repair and replacement (AFS R&R) programs.
  11. Identify and evaluate federal, state, and university rules and regulations affecting the delivery process of capital improvements.
  12. Provide advice and counsel on the uniform application of project management systems (i.e. Kahua, Contracts+, CAPS, VSA, and PRZM) at each university as it applies to the technical aspects and project delivery process of capital projects; recommend technical and project delivery process changes and/or upgrades to the project management systems.
  13. Assist with strategic planning and implementation of computer technology for capital programs.
  14. Participate in the development of programs, office objectives, and long-range planning.
  15. Develop and maintain working relationships with peers, university personnel, and state/federal agencies (i.e. State of Illinois Capital Development Board (CDB), Illinois Public Higher Education Cooperative (IPHEC), SPO, PPB, etc.) to achieve defined goals and objectives.
  16. Develop policies, procedures, processes, etc. relating to capital to address issues or requests from administration, universities, and/or state government.
  17. Provide counsel and advice to new employees on capital related policies, procedures and university protocol.
  18. Supervise assigned staff.
  19. Other duties as assigned.

QUALIFICATIONS

Required:

Bachelor's degree with five to seven years of relevant experience; minimum of three years of relevant experience in project management and/or process improvement.

Preferred:

Master's degree in Engineering, Architecture, Business, or related field

KNOWLEDGE AND EXPERIENCE
  1. Ability to review, analyze, and interpret professional journals, technical procedures, contract language and statutory language.
  2. Demonstrated writing skills to prepare reports, business correspondence, procedure manuals, and other documents that provide complex, detailed information in a format that is clear and user friendly.
  3. Excellent written and verbal communication and interpersonal skills to develop and maintain effective working relationships.
  4. Organizational skills necessary for balancing demands of multiple projects simultaneously.
  5. Ability to work independently and exercise sound judgment when making decisions.
  6. Proven analytic and problem solving skills.
  7. Demonstrated proficiency working in a complex environment.
  8. Strong customer-service skills; and proficiency in Microsoft Office programs (Word, PowerPoint, and Excel).
  9. Professional experience in university or other public sector planning, capital project management, and budgeting.
  10. Experience with personal productivity software packages, such as spreadsheets, word processing, electronic mail and project planners.
  11. Familiarity with public higher education in Illinois.


APPOINTMENT INFORMATION
This is a Full Time academic professional position. The expected start date is 7/16/2025. Sponsorship for Work Authorization is not available for this position.

The budgeted salary range for the position is $140,000.00 - 160,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
