The ASA IE&E is the principal adviser to the Secretary of the Army (SecArmy) on IE&E matters. The ASA IE&E serves as the Senior Co-chair of the Installations Program Evaluation Group and the Designated Agency Safety and Health Official (DASHO) for the Army. With respect to this position, the ASA IE&E is responsible for developing and overseeing policies and programs for Environment, Safety, and Occupational Health. This includes environmental compliance and conservation, including Native American affairs; environmental cleanup and restoration, including Formerly Used Defense Sites; implementation of and compliance with arms control treaties, agreements and policies; munitions and chemical matters; environmental technology; and safety, occupational, and health risk management. In addition, ASA IE&E:
- Provides oversight of all execution functions performed by the Corps of Engineers related to the Army's military construction, real property, real estate, energy, and environmental safety and occupational health programs, as well as development of new technologies, designs, and planning approaches to advance the Army's approach to the management of installations.
- Coordinates with the ASA (ALT) to ensure that environmental, safety, occupational health, energy and water risk, renewable energy, sustainability, operational energy, and installation management considerations are appropriately addressed by materiel developers; integrated into acquisition program planning and documentation; and addressed during milestone decision reviews.
Western Door Federal is seeking a highly professional, clearance eligible Occupational Health Specialist. This individual will leverage their industrial hygiene expertise to perform specific activities and produce work products as well as provide consultant advisory services for the holistic benefit of the Office of the Assistant Secretary of the Army for Installations, Energy and Environment (ASA IE&E). The primary place of performance for the Occupational Health Specialist will be predominately at a Government facility within the immediate Washington D.C. area or at a location as approved on a case-by-case basis by the customer and the Contracting Officer's Representative. Responsibilities include, but are not limited to:
- Advise the Director for OEH on recommendations for the technical direction of agency activities related to the health of employees working in potentially hazardous work environments.
- Collaborate and coordinate with staff members in the Office of the Surgeon General (OTSG), US Army Medical Command (MEDCOM), and related Army and DOD OEH and environmental health organizations.
- Work with the Director for OEH on medical programs and policies required to support activities performing chemical weapons demilitarization, biological and chemical agent defense research, nuclear reactor operations, biological safety and occupational reliability programs.
- Work with the Director for OEH in coordinating with OSD, other Services, HQDA, OTSG, Medical Command (MEDCOM), Regional Health Commands, Army Public Health Center, Department of Veterans Affairs (DVA) and specialty organizations and committees on interagency health and medical policies and processes.
- Help consolidate information from program direction discussions, establish and maintain a portfolio of program initiatives, use well-established project management methodologies, and maintain timelines for all OEH initiatives and projects.
- Advise the Director of any changes to scope or level of effort.
- Assist in prioritization of new projects to facilitate the achievement of strategic goals and initiatives as well as develop, oversee and maintain a master project management schedule for the entire portfolio and individual projects. Help facilitate meetings, communications, prioritize action plans, improve or enhance and synopsize information on OEH program implementation efforts and events and prepare presentation materials and reports.
- Help develop and maintain communication media to ensure the Army Commands (ACOMs), Army Service Component Commands (ASCCs) and Direct Reporting Units (DRUs) are aware of progress for OEH initiatives throughout the Army.
- Assist with the revision of existing documentation and/or the development of new policies and guidelines; as well as assist with the coordination of other draft policy within the Army and with other federal agencies.
- Work with the Director for OEH to determine specific medical surveillance examination requirements.
- Advise and assist the Director for SOH on recommendations to facilitate cross- functional and cross-organizational collaboration with Army senior SOH leaders, Army leaders and their staff members in developing yearly objectives focused on emerging trends in SOH, injury, illness and equipment loss prevention, and enterprise-level initiatives to support these objectives.
- Assist in studies and analyses for the Director for SOH that helps determine the impact of DASA (ESOH) policies and procedures on the ACOMs, ASCCs and DRUs. Topics for study and analysis may include:
- Existing or emerging SOH issues and analysis of the potential implications for military installations.
- Identification or prediction of SOH issues that may be over the horizon.
- Identification of existing SOH issues that impact the Army related to OSHA violations tracking, the appeal process, and hazard management on installations.
- Identification of programs and guidelines to facilitate the standardization and optimization of Army SOH Programs.
- SOH planning and policy.
- Best practices for collaboration and building partnerships for Army SOH Programs.
- Metrics and statistics that demonstrate SOH process viability.
- DASA (ESOH) SOH research and development and technology demonstration related to priorities and planning.
- Help determine the link between Lean Six Sigma, Balance Scorecard and other strategic planning tools, and the Army OASA (IE&E) strategic goals/metrics.
- Identification of opportunities for new SOH initiatives and programs.
- Assist the OEH Director with maintaining OEH and ODASA (ESOH) actions in the Army's Electronic Task Management System (ETMS2).
Basic Qualifications:
- Must be a U.S. Citizen.
- Must be Security Clearance eligible and pass a background investigation.
- Understanding and a minimum of four (4) years' demonstrated (actual) experience in staffing and coordinating actions within the Army Secretariat, the Office of the Secretary of Defense and the individual Services.
- Mastery and a minimum of ten (10+) years' demonstrated (actual) experience in intensive knowledge of theories, concepts, principles, and methods of occupational health with respect to environmental health and industrial hygiene.
- In depth knowledge of and a minimum of ten (10+) years' demonstrated (actual) experience in the medical aspects of workers compensation, ergonomics, toxicology, health hazards and occupational and environmental exposures.
- Minimum of ten (10+) years' demonstrated (actual) experience in how the Army functions the wide-variety of missions and potential exposures of its workforce and how the Army Medical Department supports the Army Occupational Health (OH) mission.
- Minimum of ten (10+) years' demonstrated (actual) experience with interpersonal relations and applying laboratory scientific discipline.
- Minimum of ten (10+) years' demonstrated (actual) experience in applying experimental theories and new developments to solve complex healthcare problems; making decisions or recommendations significantly changing existing, or developing new public health policies or programs; communicating orally and in writing; concepts, principles, and methodologies of healthcare; develop guidelines; assess program effectiveness; provide advisory and consultative services; elicit and interpret complex medical situations; provide medical direction; determine program scope, policies, objectives, and specific goals; provide direction and guidance. No specific certifications required.
Desired Skills:
- Certification in industrial hygiene or occupational health.
- Experience working with ETMS 2.
