Oakton, VA (Hybrid) | Full-Time | $73,000 annually

Job Summary

The Talent Development Manager plays a key role in shaping how employees grow within the organization. This position focuses on building and delivering training programs that support career development, close skill gaps, and align with organizational goals. The manager works closely with leadership and HR to ensure learning strategies are effective and integrated across departments. This role also supports employees in planning their long-term career paths and helps measure the impact of development efforts across the workforce.

Primary Duties

  • Confer with management and analyze data to identify learning needs and develop or revise training programs accordingly.
  • Manage the Career Development team, including three Career Development Specialists, by providing leadership, setting performance expectations, and overseeing the implementation of the Employee Development Program.
  • Identify skill gaps and development opportunities across the organization to inform learning strategies and career development planning.
  • Design and implement training programs using various instructional methods such as workshops, webinars, and on-the-job learning.
  • Collaborate with managers and HR partners to align talent development initiatives with organizational goals and workforce planning efforts, including succession planning and employee development plans.

Additional Responsibilities

  • Develop training modules that enhance employee performance and support organizational goals.
  • Evaluate training effectiveness and recommend improvements based on feedback and outcomes.
  • Coordinate and facilitate technical training and professional development sessions for staff.
  • Maintain and update the Learning Management System (LMS), including course creation, descriptions, and reporting logic.
  • Lead the planning and execution of the annual Participant Mentoring Program or Staff Mentoring Program, as assigned.
  • Research and apply current and industry best-practice adult learning and virtual training methodologies to improve program delivery.
  • Support recruitment and selection processes for key talent, as needed.
  • Ensure training content complies with applicable regulations and organizational standards.
  • Collaborate with internal stakeholders to promote a culture of continuous learning and development.
  • Perform other responsibilities as assigned.

Qualifications: Education, Experience, and Certification(s)

Required

  • Bachelor's degree in education, communications, business management, human resources, or a related field is required.
    • A high school diploma with four (4) years of relevant experience may be substituted for a bachelor's degree.
  • Three (3) to five (5) years of experience in learning and development, talent development, or human resources.
  • Three (3) to five (5) years of experience in curriculum development and/or instructional design.
  • Must be able to obtain and maintain a Relational, Conceptual, and Technical (RCT) MANDT Systems Instructor Certification within three (3) months of hire.
  • Ability to travel locally, regionally, and nationally up to 20% of the time to various work sites and affiliates.
  • Valid driver's license and/or access to reliable transportation to perform work-related travel required. Eligible drivers must have a good motor vehicle record (MVR).

Preferred

  • Experience working in a human services or disability employment environment.
  • Experience using Workday Learning or other Learning Management Systems (LMS).
  • Experience with Workday HRIS or similar systems.

Knowledge, Skills, and Abilities

  • Proficiency in Microsoft Office Suite and ability to quickly learn and navigate enterprise systems and learning platforms.
  • Experience using Learning Management Systems (LMS), preferably Workday Learning, for course creation, tracking, and reporting.
  • Strong instructional design and facilitation skills for both in-person and virtual learning environments.
  • Ability to lead, coach, and support a team of direct reports in a collaborative and performance-driven environment.
  • Skilled in delivering engaging presentations and training sessions to diverse audiences.
  • Ability to analyze learning data and metrics to assess program effectiveness and inform decision-making.
  • Strong project management skills with the ability to manage multiple priorities and meet deadlines.
  • Excellent interpersonal and communication skills, with the ability to build relationships across departments.
  • Knowledge of adult learning principles, talent development strategies, and succession planning.
  • Ability to adapt to evolving technologies and incorporate digital tools into learning and development initiatives.

The role does not involve manual labor or physically demanding tasks.
