Summary

The role of the Program Manager is to lead and oversee facilities management services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract with the U.S. Department of State, Bureau of Administration, Office of Facilities Management Services (DOS/A/FMS). The Program Manager is a key personnel position with the authority to commit financial resources and act as the single point of contact with the Government to ensure Pegasus successfully meets the overall requirements of the contract. This role requires strategic leadership, financial oversight, and hands-on management to deliver high-quality, compliant, and cost-effective facility services across the Department's domestic portfolio. The Program Manager will be located in the National Capital Region to provide in-person supervision and coordination to meet Government requirements and cannot perform duties remotely.

This opportunity is CONTINGENT UPON AWARD. A signed letter of intent may be required.

Essential Duties and Responsibilities

  • Serve as the single point of contact for the Government, managing all aspects of the IDIQ contract to ensure alignment with the Department of State's operational and strategic objectives.
  • Provide data analysis, collection, and reporting to the Contracting Officer's Representative (COR).
  • Commit the company's financial resources and oversee cost control, ensuring efficient allocation and adherence to budgetary constraints.
  • Develop, implement, and maintain a Program Management Plan that outlines strategies for planning, monitoring, controlling, assessing performance, managing risks, and promoting continuous improvements and environmental sustainability.
  • Oversee day-to-day operations and ensure work is executed effectively and in compliance with applicable plans and methodologies.
  • Ensure compliance with all applicable federal, state, and local regulations, industry standards, Department of State policies, and executive orders related to sustainability, safety, and environmental management.
  • Manage and supervise contractor personnel, ensuring all staff are qualified, certified, and trained to perform their duties, with a focus on maintaining a robust Environmental Health and Safety (EHS) training program.
  • Coordinate with the COR, Facility/Building Managers, and other stakeholders to prioritize tasks based on strategic alignment, resource constraints, and mission urgency.
  • Utilize the Enterprise Resource Planning System (ERPS) to track performance metrics, manage assets, and report on maintenance activities, ensuring data accuracy and compliance with reporting requirements.
  • Conduct regular meetings with Government stakeholders to review performance, incidents, and upcoming activities, and provide monthly operations reports detailing key performance indicators (KPIs), quality control, and safety metrics.
  • Manage staffing plans, ensuring minimum staffing and compliance with security clearance requirements for Controlled Access Areas (CAA).
  • Oversee the development and implementation of Quality Control Plans (QCP) and Occupational Safety and Health Plans, ensuring adherence to Acceptable Quality Levels (AQLs) and regulatory standards.
  • Support specialized services, including environmental compliance, energy conservation, and technical assessments, as required by task orders.
  • Other duties, as assigned for the successful performance of the contract.


Knowledge, Experience, and Skill Requirements

  • Bachelor's degree in one of the following specialized areas: Project Management, Engineering, Construction, Facilities, Contracts, or related field or equivalent training/certifications
  • TOP SECRET Security Clearance
  • Minimum of 15 years' experience in related project management and/or facilities management, with a minimum of 5 years' experience in providing such services to large facilities or operations of about $6 million annually and managed 600,000 square feet of facilities space.
  • A certificate from either International Facility Management Association (IFMA) as a Certified Facility Manager (CFM), Building Owners Management Institute (BOMI) International as an FMC, or Association for Facilities Engineers (AFE) as a Certified Professional Maintenance Management (CPMM)
  • Ability to provide in-person supervision and coordination (duties cannot be performed from a remote location)
  • Proven record managing complex, multi-disciplinary teams, including subcontractors, especially with operations, maintenance, and repair services for large facilities. (Experience in high security facilities is preferred)
  • Experience in implementing Reliability Centered Maintenance strategies.
  • Experience utilizing Enterprise Resource Planning Systems
  • Excellent written and verbal communication skills
  • Experience in Government contracting with a strong knowledge of federal codes, regulations, and industry standards, including OSHA, NFPA, and environmental compliance.
