Great Hill is seeking a full time CARE Operations Support II in DC Metropolitan area.

High-Level Requirements: CARE mission requirements are results-focused and move Afghan guests to their final destinations outside of Afghanistan, which involves communicating with multiple stakeholders and contractors. Due to the size and complexity of the program, multiple projects are being executed in several countries, and new awards have been, or are in the process of being, awarded through the Department of State, Office of Acquisition Management (AQM). The CARE Program Management Office (PMO) requires a complete picture of all expansion-related projects, including timelines, tasks, roles and responsibilities, costs, technical requirements, and schedule aspects, presented to the Program Manager in a timely, efficient, and accurate manner.

Roles and Responsibilities include but are not limited to:.



  • The contractor shall provide PMO support and tools to meet the above program goals. Contractors with Program Management Professional (PMP) certifications preferred; Contractor resources must be able to prepare and maintain essential project management (and cost) tools (critical path analysis, etc.) to help each CARE platform team coordinate progress and identify project obstacles across the critical lines of effort such as new staffing, new contracts, new grants, etc., needed to begin State operations at each site.
  • The contractor shall provide briefing deck presentation support. The briefing deck shall be provided weekly to be presented by CARE leadership to Department stakeholders up, across, and down including senior Department of State leadership (7th floor; PRM, A/OPE, CA, M-family; CARE team)
  • The contractor shall provide detailed project timelines, task tracking, roles and responsibility (eg, RACI) charts, staffing and resource requirements, and acquisition vehicles (identified by the USG and other stakeholders) for multiple ongoing complex projects across various stakeholders required for program execution.
  • Provide staffing support, including domestic and overseas support to the CARE PMO in Washington, DC, and at OCONUS locations as directed.
  • Program Management support personnel responsible for developing a tracking system and communication plan (briefing deck) showing progress across multiple expansion-related projects, including expansion projects in Washington and OCONUS as directed, the CAS transition, and new platforms in Albania, the Philippines, and Western Europe.
  • The contractor shall provide Knowledge Management tools and /or documents to facilitate knowledge capture and transfer to the program's life.
  • Oversee the project execution by maintaining oversight and administrative control over the project workforce.
  • Interacting directly with the globally dispersed team members
  • Ensure that management processes and business systems facilitate meeting performance requirements.
  • Deliver contract deliverables, including weekly, monthly, and other customer status updates.
  • Independently identifies, manages, and mitigates project risks, resulting in proactive contingency planning as required.
  • Prepares and negotiates project change requests with stakeholders.
  • Accountable for meeting project deadlines.
  • Prepares and leads internal project reviews
  • Provides presentations to project stakeholders and management on project status, cost, and schedule updates, lessons learned etc.
  • Promotes good relationships with all global stakeholders


Basic Qualifications:



  • Active Secret clearance.
  • Bachelor's degree or equivalent combination of education and work experience considered in lieu of degree.
  • Minimum of three (3) years of related experience in a management role, ideally for a call center or other customer service environment.
  • Demonstrate success working in an environment with many different companies/partners and stakeholders.
  • Ability to follow established practices and procedures in analyzing situations ordata from which answers can be readily obtained.
  • Receive predetermined work assignments that are subject to a moderate level of control and review.
  • Ability to identify training needs and development opportunities for subordinates.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Ability to act with integrity, professionalism, and a high level of confidentiality.
