THE POSITION
-
The Planning and Development Services Division of the Department of Land Use & Transportation is recruiting for a Plans Examiner I or II in the Building Services Section. The Building Services Section is a full-service building permit office providing permitting, plan review and inspections for all phases of construction on commercial and residential properties in unincorporated Washington County and inside the city limits of Banks, Gaston, and North Plains.
The Position Responsibilities include review of commercial and residential plans, specification and other documents for code compliance with State and County building codes; processing plans, and building permit applications, assessing fees, handling public inquires and collaborating with design and building professionals; identifying and communicating deficiencies on plans to applicants; maintaining records and coordinating with other departments for approvals.
Ideal Candidate The ideal candidate for this position is a detail-oriented and knowledgeable professional with a strong foundation in building codes, construction practices, and plan review for commercial and residential structures. They have experience working collaboratively with designers, contractors, and owners to ensure safe, code-compliant construction across a variety of building types. They possess excellent communication, writing, and customer service skills allowing them to respond effectively to public inquires, interpret code clearly, and facilitate constructive discussions with applicants. The candidate demonstrates the ability to assess building plans and related documentation quickly and accurately, and is capable of balancing multiple priorities in a deadline-drive environment. The successful candidate thrives in a team setting, yet works independently with sound judgment. They are proficient in reading and interpreting construction documents, understand the full permit process, and are committed to upholding public safety and building standards. Experience with electronic plan review software, knowledge of state adopted building codes, and a background in local government permitting are preferred. Time management, adaptability and prioritization are essential for success in this service-oriented role.

MINIMUM QUALIFICATIONS
-
Plans Examiner II Education and Experience:
- A minimum of two (2) years of construction or inspection related experience, or its equivalent; OR
- Completion of a one-year building inspection technology related education program and a minimum of one (1) year of construction, design, or inspection related experience; OR
- Possession of a two-year Associate's Degree in building inspection technology or its equivalent; OR
- Be a registered Oregon architect, registered Oregon professional engineer, or have a Bachelor's or Master's Degree in architecture or civil or structural engineering.
- One (1) year of progressively responsible experience in performing journey-level work in the review and examination of building or residential construction plans.
Additional Requirements:
- Oregon Inspector Certification (OIC); AND
- Oregon Residential One and Two Family Dwelling Structural Plans Examiner Certification, or International Code Council (ICC) Residential Building Inspector Certification, or ICC Residential Plans Examiner Certification; AND
- Oregon A-level Structural Plans Examiner Certification or International Code Council (ICC) Commercial Building Plans Examiner Certification; AND
- Oregon A-level Mechanical Inspector Certification or ICC Commercial Mechanical Inspector Certification; AND
- Oregon Fire and Life Safety Plans Examiner Certification or ICC Fire Plans Examiner.AND
- Must be able to obtain all required certifications within six (6) months of appointment. AND

Plans Examiner I
Education and Experience:
