The Environmental Compliance Manager at the Biomass Cogeneration Facility at the Savannah River Site (SRS) in Aiken, South Carolina, is responsible for ensuring compliance with air emissions, solid waste, and outfall emissions regulations. In addition, this position is responsible for facility water treatment and the test laboratory. Responsibilities:
Waste Management & Spill Prevention, Control, and Countermeasure (SPCC) Plan Compliance:
Oversee and ensure compliance with the Waste Management & SPCC Plan. Provide management and operations personnel with training and instruction on waste management practices. Perform weekly inspections of waste accumulation areas. Manage the universal waste program.

Emergency Planning and Community Right-to-Know Act (EPCRA) Reporting:
Discharge Monitoring Report (DMR) & Outfall Management:
Stormwater Management & National Pollutant Discharge Elimination System (NPDES) Compliance:
Inspect and maintain stormwater drains. Ensure compliance with established permits. Maintain accurate records and reports related to stormwater.
Air Permitting & Emissions Monitoring:
Manage and schedule boiler stack tests for all six (6) units at the Savannah River Site. Review daily Continuous Emissions Monitoring Systems (CEMS) and Continuous Opacity Monitoring Systems (COMS) reports. Schedule and oversee audits and calibrations of monitoring equipment. Ensure compliance with all established air permits. Track emergency generator operational hours.
Annual Regulatory Reporting:
Water Treatment & Laboratory Operations:
Serve as the Laboratory Director, overseeing all lab activities. Maintain certified laboratory operations (specifically for pH and Temperature measurements). Conduct annual proficiency testing and submit reports to a third-party laboratory. Provide training and instruction for boiler analysis and overall laboratory compliance. Manage and ensure the availability of laboratory reagents.
Chemical Inventory Management:
Track deliveries and manage the inventory of bulk chemicals. Create, approve, and submit purchase orders for chemical supplies. Maintain current Safety Data Sheets (SDS) on file for all chemicals. Ensure quarterly updates to the Chemical Management & Environmental Tracking System (CHMEMS) inventory.
Operations Performance Tracking:
Track performance data related to facility operations. Provide monthly performance reports. Analyze and maintain trends for Water Treatment operations. Submit EEC to the site for any major equipment or system change.
Measurement & Verification (M&V) Reporting:
Perform other duties as required.
Minimum Qualifications:
Associate's Degree in Environmental Science, Environmental Engineering, Chemistry, or a related field. Minimum of 5 years of experience in an industrial or commercial setting with exposure to boilers, emissions monitoring, and environmental compliance. Either hold or be able to quickly obtain the following certifications and licenses:
Certified Visible Emissions Reader (EPA Method 9) South Carolina Labor, Licensing and Regulation (SC LLR) licenses for Physical/Chemical Wastewater, Water Treatment, Water Distribution, and Biological Treatment
Ability to review confidential US security information.
Additional Qualifications:
Prior experience working in a biomass, cogeneration, or utility-scale power facility. Hands-on experience with boiler chemistry and water treatment systems, including RO systems and lab testing. Familiarity with chemical/environmental tracking systems. Strong organizational skills with the ability to manage multiple regulatory deadlines and reporting requirements. Calm, self-directed, and adaptable in high-pressure or emergency situations. Proficiency in interpreting and applying federal and state environmental regulations.
