Position Summary

Odyssey Systems is seeking a highly experienced Acquisition Program Manager SME to provide senior-level acquisition and program management support to DoD programs located at Lackland Air Force Base in San Antonio, TX. This role involves investigating, analyzing, evaluating, and recommending solutions to support project and program execution, with a strong emphasis on modernization planning, enterprise-level integration, and consistency across acquisition documentation. The ideal candidate will possess broad knowledge of acquisition policy, program oversight, budget and finance processes, and the Planning, Programming, Budgeting, and Execution (PPBE) process.



Responsibilities

In this Advisory and Assistance Services (A&AS) role, you will provide expert-level support to Department of Defense (DoD) programs by assisting government leadership with decision-making, planning, and execution throughout the acquisition lifecycle. You will apply your technical and/or professional expertise to ensure compliance with applicable policies and regulations, contribute to mission success, and help deliver critical capabilities to the warfighter.

Duties include, but not limited to:

    Provide expert-level guidance and recommendations to support program planning, development, execution, and modernization efforts.

  • Analyze and evaluate program requirements, constraints, and strategies across acquisition phases.

  • Support the development, review, and coordination of acquisition documentation (e.g., Acquisition Strategies, APBs, LCSPs) from an enterprise perspective.

  • Ensure acquisition documentation aligns with DoD and organizational policy, guidance, and strategic goals.

  • Apply knowledge of the PPBE process to advise on budget planning and execution strategies.

  • Facilitate integrated, system-of-systems approaches across programs and divisions.

  • Review and interpret acquisition policies and guidance; apply best practices in acquisition and program management.

  • Participate in and support program reviews, milestone decisions, and senior-level briefings.

  • Serve as a subject matter expert to leadership and stakeholders on acquisition management challenges and opportunities.



Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Must have an Active Top Secret Clearance

Education: Master's degree
Years of Experience: 15+ years of general work experience, with at least 10 years in acquisition program management

Preferred Qualifications

Technical Skills

  • Expertise in acquisition documentation and milestone preparation

  • Understanding of PPBE process and financial planning

  • Experience in enterprise-level acquisition planning

  • Familiarity with DoDI 5000 series, JCIDS, and program lifecycle documentation

Interpersonal Skills

  • Strong communication and briefing skills

  • Ability to influence and collaborate with senior stakeholders

  • Effective analytical and problem-solving abilities

  • Team-oriented mindset with leadership experience

Travel: May be required at the discretion of the customer
