The Job

The HCS Program Manager leads strategic initiatives across Health Care Services, ensuring compliance with regulatory requirements and driving operational excellence. This role manages cross-functional projects, supports audit readiness, and fosters continuous improvement to enhance member outcomes and organizational performance.

You Will

Own and drive assigned projects from initiation through execution and evaluation, ensuring alignment with Centers for Medicare & Medicaid Services (CMS), Department of Health Care Services (DHCS), and organizational priorities.

Define project scope, develop detailed work plans, manage timelines, and coordinate cross-functional resourcesto ensure successful delivery.

Ensure compliance with regulatory standards and maintain audit readiness through proactive planning and documentation.

Collaborate with internal teams to streamline workflows, improve system alignment, and remove operational barriers.

Develop and refine policies, training, and documentation to support operational effectiveness and long-term sustainability.

Facilitate communication across departments and serve as a liaison with stakeholders, ensuring transparency and alignment throughout the project lifecycle.

Collaborate with data and analytics teams to create comprehensive reporting that supports decision-making and demonstrates program impact.

Ensure accurate and timely submission of all required documentation and reporting, including regulatory deliverables and internal updates.

Monitor program and project performance using key metrics, identifying trends and opportunities for improvement.

Lead post-implementation reviews and continuous improvement efforts, incorporating feedback and lessons learned into future initiatives.

Your Qualifications

Bachelor's Degree or equivalent experience required in Public Health, Business Administration, or related field.

Graduate or Advanced Degree or equivalent experience preferred in Public Health, Business Administration, or related field.

5+ years of experience in program or project management (within a health plan or health care environment preferred).

Experience with Special Needs Plans (SNP) or managed care programs.

Familiarity with quality assurance and continuous improvement methodologies.

Project Management certification (e.g., Project Management Professional (PMP), Lean Six Sigma).

Knowledge of Agile principles and experience working in Agile environments.
