Brief Summary of Job Duties: The UCEAP Travel Insurance Liaison prepares monthly enrollment reports to be distributed to the travel insurance vendors and related service providers, including security and travel assistance services. They respond to inquiries from UCEAP students and employees about the travel insurance policy, referring them to the claims management company when appropriate. They negotiate on behalf of UCEAP students when policy language is unclear and requires clarification. They participate in the annual UCEAP travel insurance policy renewal process. The UCEAP Travel Insurance Liaison may open and/or monitor medical incident cases with the travel assistance company sub-contracted by the insurance company. They communicate with the security assistance provider to determine effective protocols and facilitate security evacuations. They participate in a review of service provided by these vendors that feeds into subsequent travel insurance renewal considerations.
Required Qualifications:
- Bachelor's degree in related area and/or equivalent experience/training.
- Three or more years of relevant administrative experience, or equivalent combination of education, training, and experience.
- Project management experience.
- Strong research and analytical skills, including ability to develop, assess and synthesize information and recommendations from a variety of sources to develop strategically appropriate communications.
- Superior interpersonal communication, teamwork, collaboration and client service skills, with demonstrated ability to establish and maintain strong working relationships with diverse groups.
- Presentation skills that demonstrate the ability to articulate ideas and issues clearly, concisely, and persuasively.
- Strong professional judgment, with proven ability to be a creative, strategic and critical thinker, and problem-solver in a culturally diverse, complex organization within a changing health/safety/risk management environment.
- Technology skills including proficiency with MS Office, and databases; proficiency in use of electronic information delivery tools. Ability to: understand, analyze and draw conclusions from data, and conduct spreadsheet creation and analysis.
- Experience using collaborative processes to develop procedures and guidelines that will work within each program site's organizational and cultural context to enhance student health and safety.
- Ability to identify measures of system performance and actions to improve performance.
- Ability to effectively develop policies; ability to interpret and apply policies and legal requirements to emergent situations.
- Ability to handle sensitive information with discretion, and to work calmly and effectively with the team responding to crisis situations, which may have changing deadlines and priorities.
- Experience in risk management or international health and safety.
Preferred Qualifications:
- Master's degree in related area or equivalent experience and/or training.
- Associates in Risk Management (ARM) Certification.
- Knowledge of and experience in higher education, UCEAP, and/or University of California.
- Skills in a language in addition to English (reading and writing).
- Experience studying, living, and/or working abroad.
Special Conditions of Employment:
- The UCEAP Systemwide Office is located in Goleta, CA (near the UCSB campus). Type of work arrangement eligibility: Hybrid. On-site presence will be required for leadership and staff meetings, delegation visits, training sessions, etc. The University is unable to pay or reimburse expenses prohibited by University policy, including travel expenses associated with commuting to the designated office.

40% UCEAP Travel Insurance Liaison - Manages UCEAP eligibility rosters that are transmitted to the travel insurance broker and to all companies contracted by the insurance company to provide services to students under the travel policy. Confirms UCEAP student participation and program dates on request for UCEAP insurance and service providers. Responds to UCEAP student and parental inquiries about UCEAP travel insurance. During predeparture, facilitates planning for continued care of students who will require treatment abroad for physical or mental conditions. Serves as SME when M2 system changes have the potential to affect UCEAP travel insurance enrollment processing. Liaises with travel insurance and assistance providers to coordinate care during individual UCEAP student emergencies. Works with insurance broker on all aspects of UCEAP's travel insurance policy analysis and renewal. They participate in the annual UCEAP travel insurance policy renewal process about specific UCEAP travel insurance policy language requiring clarification. As needed, liaises with the claim's assessor in support of UCEAP students to check claim status and clarify needs for additional claim documentation. Designs and delivers resources and training content related to travel insurance for faculty and staff training, campus pre-departure orientations, IHSCM predeparture webinars, and study center onsite orientations.
20% Strategic Risk Management - Proactively and continually monitors, documents, and analyzes health, safety and security trends through insurance data and incident data collection to assess their potential impact on UCEAP programming abroad and to provide risk assessment guidance to UCEAP staff, students, and risk communication documentation. Based on incident trends, develops and makes recommendations to improve existing emergency plans for sites and programs abroad. Produces yearly confidential incident report and publicly available Quick Facts Report.
20% Emergency Response and Crisis Management - Serves as a first responder team member to all emergencies or perceived emergencies abroad. Maintains availability for 24/7 crisis response when on rotation. Assist in the management of individual and/or regional crisis situations as they arise by following established response protocols. Responds to student and parental inquiries about engaging assistance providers. Proactive communication with students that engage assistance providers. Acts in the absence of the International Health, Safety and Crisis Management Director and Associate Director, as needed, to ensure continual response to emergency situations around the world. Evaluates what health, safety, and travel insurance information is most important to provide at different stages of an emergency.
15% Training, Communication, Presentation & Outreach - Designs, evaluates, and manages an outreach plan to maintain the visibility of UCEAP policies and best practices for dissemination across all UC campuses. Leads or serves on system-wide and campus committees to review existing UCEAP materials and communications for improved delivery to campuses, students, and parents. Designs and delivers resources and training modules for faculty, staff, and student training, pre-departure orientations and study center onsite orientations abroad. Provides input on an event-specific communications strategy, when needed. Designs, develops and presents shared resources for international health, safety and security, including training presentations, on-line learning modules, checklists, and other materials. Regularly interacts with program staff, including staff abroad, to implement strategies that will result in increased emergency preparedness and risk mitigation.
5% Special Projects and Other Duties - Serves as subject matter expert with the UCEAP Information Technology Unit and contracted consultants to provide functional requirements and process details relevant to International Health, Safety and Crisis Management activities as part a custom UCEAP enterprise student information system, MyEAP2. Provides feedback and testing of new interactive, online health and safety training modules for student pre-departure use. Completes analyses and recommendations focusing on safety protocols, safety issues and identification of gaps in other units' protocols. Contribute to organizational process improvement initiatives. Engage in professional knowledge and skill development to improve the unit's ability to deliver products and services.
