SCOPE OF POSITION:

Responsible for supporting the programmatic aspects of our emergency shelter for survivors of domestic violence and their children and providing supervision for direct service staff at The Salvation Army West Women's and Children's Shelter. Facilitate and organize direct service staff meetings to promote coordination, training, and communication among team. Ensure that WWCS Handbook and policies and procedures are being carried out appropriately with the highest level of programming for survivors of domestic violence. Support the needs of direct service staff for the WWCS to create a trauma informed program where survivors can realize their potential for healing and growth as we work together to end domestic violence.

SUPERVISORY RESPONSIBILITIES:

Supervision, support, train, and hire direct service staff. Supervision is a variety of activities, moderate in complexity.

SCHEDULE:

With the Director's approval, establish a standard workweek taking into consideration the essential duties of this position, the mission of the department, and of the Salvation Army. The work of employees is not measured solely by hours worked. Employees are expected to work the hours necessary to complete assignments on a schedule that satisfies the requirements of the job. This full-time commitment typically requires 80 hours per bi-weekly pay period.

ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Perform and oversee necessary tasks to maintain the daily operations of a 24-hour emergency residential facility for people fleeing intimate partner abuse.
  • Oversee, acquire and maintain appropriate supplies for daily operations (including supply & clothing closets)
  • Create a Shelter shift schedule for hours of operation, 7 nights a week, 24/7
  • Prepare alternate coverage for shift schedule in case of illness or emergencies
  • Ensure shelter turnover is compliant with the requirements of JOHS and the City of Portland
  • Oversee nightly dinner coverage is established
  • Schedule and ensure janitorial and sanitation operations are completed by Resident Advocates
  • Supervision responsibilities include interviewing, hiring, and training employees: planning, assigning, and directing work
  • Ensure orientation and trainings for all resident advocate staff have been completed
  • Perform some case management triage for new residents in the absence of Primary Advocates
  • Coordinate with TSA, referral agencies, and case managers as needed to ensure compliance, accountability, and accuracy.
  • Communicate activities and needs of the shelter to the Executive Director
  • Support program planning of TSA driven directives, funders or the Executive Director.
  • Be familiar with and enforce program rules, neighborhood agreements, zoning constraints, and funding contracts related to the program.
  • Facilitate staff and resident meetings as required.
  • Facilitate mediation services for resident and/or staff conflicts.
  • Implement measurable benchmarks for quality-of-service delivery.
  • Maintain on-going professional relationship in all interpersonal contacts (note confidentiality requirements).
  • Nurture a 'strengths-based and trauma informed perspective' in all interactions with staff, clients and community partners.
  • Perform other duties as assigned.


EDUCATION AND WORK EXPERIENCE:

Preferred: A Bachelor's Degree in human services, non-profit management, other human services related fields. Priority will be given to applicants with a combined social services and business experience. Eight years working in the human services field can substitute for an BA Degree.

Four to eight years' experience within the human service field, specifically within the context of gender-based violence. Experience in social services and personnel management.

Demonstrated experience in understanding the intersectionality, equity, inclusion, and diversity issues within the Portland community and within the gender-based violence community.

Considered: Equivalent work and life experience connected to working with vulnerable populations and/or Trauma Survivors. Experience in Facility Management and/or Staff Management of 7-10 employees.

RESPONSIBILITY: Significant impact on the daily functioning of the emergency residential intimate partner abuse shelter. Work is done under general supervision in accordance with general procedures or policies but with latitude for exercise of independent judgment. Decisions and actions are subject to prior approval by the Executive Director or Business Manager.

PHYSICAL REQUIREMENTS:



  • Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
  • Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead
  • Ability to operate telephone Ability to operate a desktop or laptop computer
  • Ability to lift up to 25 lbs. (usually file boxes)
  • Ability to access and produce information from a computer
  • Ability to understand written information

  • Maintain confidentiality and privacy of Program Participants and Shelter Staff.
  • Crisis intervention and non-violent mediation skills a plus.

  • Answer and Telephone system, Use a Photo Copier and Scanner
  • Use Networked computers and printers Send and Receive from a Fax Machine
  • Motor vehicle Experience as needed
  • Utilize and Understand Reporting Databases (such as Service Point, Osnium, MS Excel)
