Overview

The Senior Specialist will be required to ensure compliance of applicable regulatory requirements and internal procedures related to gas metrology. The Senior Specialist will support Gas Engineering, Gas Measurement to identify potential gaps and identify areas of compliance improvement.

Responsibilities

Core Responsibilities
  • Act as liaison with the PSC Staff for Gas Operations during gas measurement work including but not limited to operational audits, witnessing of meter tests and incidents.
  • Review meter test certifications ahead of DPS Staff review and raise concerns to Gas Engineering
  • Responsible for examining work activities performed in gas measurement including but not limited to meter testing.
  • Perform analysis and reconciliation of past PSC Record and Field Audits and internal records reviews to identify areas of compliance improvement.
  • Perform record and field reviews in a highly motivated manner that demonstrates a strong commitment to excellence and personal accountability.
  • Participate in the development of procedures and standards as needed.
  • Develop or implement quality standards, criteria, and goals in conjunction with Gas Measurement.
  • Continually measure performance with respect to specification and regulatory compliance.
  • Report on status, goal attainment, and measures that mitigate or eliminate non-compliances.
  • Monitor activities that have time-based requirements and conduct field visits to verify compliance.
  • Review Company specifications and proposed changes to existing specifications and procedures.
  • Identify and recommend work practice changes where the operating areas can perform work functions more efficiently and effectively as it pertains to regulatory compliance.
  • Develop innovative and effective strategies to improve the way we do business via a strong partnership with Gas Measurement to implement effective change to increase knowledge of, and adherence to, the specifications applicable to daily work and foster a strong culture of compliance.
  • Work with internal computer applications including Synergis Adept, Meter Asset Management System (MAMS), Gas Central and eGIS to verify that all information systems properly report out discrepancies and deficiencies.
  • Coordinate with the Gas Quality Assurance and Gas Quality Control teams to present and communicate review findings and/or lessons learned for future tracking and review.
  • Participate in industry conferences relating to gas metrology as necessary.
  • Perform other related tasks as necessary.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 3 years full-time related experience or
  • Associate's Degree and 4 years full-time related experience or
  • High School Diploma/GED and 5 years full-time related experience.
Relevant Work Experience
  • Work experience related to metrology or engineering, compliance, quality assurance, quality control, or analytical research. Required
  • Must have a working knowledge of federal, state, and city regulatory code related to gas. Required
  • Must possess excellent interpersonal, oral and written communication skills and be able to effectively interact with various departments in a positive and constructive manner at all levels. Required
  • Must have strong computer skills, including demonstrated experience with Microsoft Office Suite and working knowledge of Data Analytics tools. Required
  • Must be flexible in handling multiple work assignments, changing priorities and different work schedules. Required

  • Driver's License Required
Physical Demands
  • Sit or stand to answer a phone for the duration of the workday
  • Sit or stand to use a keyboard, mouse, and computer for the duration of the workday
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
