- Responsible for managing and coordinating program support activities related to contract compliance and administration, coordinating special planning and analyses related to projects such as startups and close outs.
- Develops and implements systems and procedures necessary for monitoring and enforcing contract compliance. Reviews reports or documents to determine compliance status and works collaboratively with the programs and other departments to develop policies and procedures to ensure compliance and execution.
- Collaborates with business units and departments to review new and existing contracts, renewals and amendments. Coordinates activities related to establishing initial service codes and associated rates for treatment services and subsequent annual reviews.
- Disseminates information to responsible parties related to contract terms, deliverables and/or payor rules regarding defining valid and billable services, managing provisions, documenting services, and configuring and billing for services, and so forth.
- Negotiates contract revisions with payers, including rates, and acts as liaison for the purpose of collaboration and or problem resolution with payers.
- Coordinates, monitors and submits required monthly, quarterly and annual reports. Reviews reports and submits for internal review and approval; obtains signature as necessary and retains appropriate documentation of review and timely submission
- Acts as a professional resource and liaison to the programs, funding agencies and other departments in executing contracts; resolving operational problems between funding sources and/or other organizational components relating to contract; licensing or credentialing issues; and providing advice and guidance regarding contract requirements and constraints.
- Coordinates external auditor activities for the A-133 review of program sites; distributes and monitors Audit confirmation to payers, collects funder information regarding the type of funds allocated in their agreements with Gateway. Organizes copies of all external site visits, including responses and reports (same report submitted to the Audit Committee on a quarterly basis). Submits contract documents and participant/client documents for Auditor review. Coordinates response to any findings
- Provides support to the Corporate Compliance Officer and designed Privacy Officer in monitoring regulatory and contract compliance and participates in compliance inquiries, investigations and audits as appropriate.
- Participates in committees and workgroups, as a leader or team member, in completing special assignments and analyses such as developing new grants, preparing strategic planning projections, evaluating new programs, developing/implementing new programs, identifying ways to maximize contract dollars or enhance cost allocation, and coordinating the review or development of Finance related policies.
Requirements:
- In-depth knowledge of contract and program administration, management theories and principles and applicable laws and regulations; and the ability to develop detailed analyses and evaluations, at a level normally acquired through completion of a Bachelor's degree in Public or Business Administration, or related field.
- Ability to plan and manage department activities; at a level normally acquired through five years progressively more responsible related experience in contract and/or program administration, with at least two years concurrent management experience.
- Familiarity with IL DHS, DARTS, CRV, CSA, Bonfire, and GATA websites and portals
- Interpersonal skills necessary to coordinate and direct the work of others, lead and motivate others, negotiate contract language, and establish and maintain collaborative working relationships with a wide variety of Gateway managers, staff and funding agency representatives.
- Advanced written and verbal communication, and presentation skills necessary to prepare and present proposals and reports, and to deal effectively and persuasively with a variety of internal and external customers.
- Advanced analytical abilities necessary to develop gather and analyze data from multiple sources, initiate investigations, and devise appropriate recommendations.
- Project management skills necessary to coordinate the large number of tasks associated with program start-ups and closures; and the ability to develop scopes of work and project plans as well as the ability to monitor progress.
- Certification as a Certified in Healthcare Compliance (CHC) is a plus.
Physical Requirements:
- Ability to communicate efficiently and effectively with others in person or by telephone in order to gather and exchange information.
- Ability to respond to telephone inquiries in a timely and professional manner.
- Ability to proofread, check and verify data and information from printed form and computer monitor display.
- Ability to use a keyboard and video display terminal to enter, retrieve, and/or audit information and data on a regular basis.
