The MEL Technical Specialist provides subject matter expertise across all technical aspects of MEL system design, implementation, data analysis, and reporting. They will develop tools, guidance, and products supporting evidence-informed decision-making and learning. The Specialist will report to a Project Team Lead.
Key Responsibilities:
Lead the design of monitoring frameworks, methodologies, and tools, including real-time monitoring systems during humanitarian crises.
Develop data collection protocols, indicator definitions, and analytical frameworks aligned to DFAT Humanitarian Policy and Performance Frameworks.
Conduct rigorous data analysis and prepare evidence-based reporting products, including performance dashboards, synthesis reports, and learning summaries.
Provide targeted technical advice and capacity-building support to DFAT staff via the MEL Help Desk and structured training sessions.
Contribute to the preparation and facilitation of After-Action Reviews, reflections workshops, and targeted learning events.
Advise on integrating cross-cutting priorities such as gender equality, disability inclusion, and locally led assistance into MEL approaches.
Essential Competencies & Experience:
Minimum 7 years' experience in technical MEL roles within humanitarian or international development settings. Experience working on DFAT projects is an advantage.
Demonstrated expertise in designing MEL systems and conducting evaluations in complex, high-risk or crisis-affected environments.
Proficiency in quantitative and qualitative analysis, data synthesis, and visualization (e.g., dashboards, infographics).
Experience translating monitoring and evaluation findings into actionable insights and advice for senior stakeholders.
Skilled in delivering training, coaching, and workshops remotely using virtual facilitation tools and methods to engage diverse audiences and ensure knowledge transfer.
Understanding of Australian public sector reporting requirements and accountability frameworks is highly desired.
Proven capacity to plan, prioritize, and deliver high-quality technical outputs autonomously while maintaining alignment with evolving project timelines and stakeholder needs.
