THE POSITION

DESCRIPTION OF WORK

As a Budget Analyst 2, you will analyze and examine budgetary control accounts and invoices for the Department of the Auditor General in accordance with established policies. Work involves tasks related to accounts payable, GAAP/ACFR, and the Municipal Pension and Fire Relief Program.

Accounts Payable

  • Process Auditor General invoices (purchase order related, manual direct charge, interagency, and MOU's)
  • Maintain files, invoices, and related documentation related to invoicing
  • Monitor outstanding checks, run reports from Treasury, and resolve outstanding checks with vendors and/or payee
  • Request copies of checks from Treasury to resolve payments confirmation with vendors
  • Resolve returned checks, incorrect payee, ACH fails, and bank account issues
  • Use SAP to process invoices, review spreadsheets, and monitor PO's, vendor request, vendor questions regarding payment, dates paid, and whether check or ACH
  • Analyze invoices to ensure payments are processed accurately
  • Monitor changes to contracts or revised purchase orders
  • Maintain Comptroller email box and prepare emails to municipalities
  • Prepare letters and emails for municipalities for notification

GAAP/ACFR

  • Prepare necessary reports
  • Analyze variances
  • Complete checklists

Municipal Pension and Fire Relief Program

  • Review and analyze AG385 forms - send back forms for questions related to data submitted
  • Process checks, refunds, audit findings related to Municipal Pensions
  • Prepare payments for audit findings and underpayments - process as on demand file
  • Test Munstats and MPARSs upgrades and changes
  • Resolve IDOCs and ACH fails
  • Assist with Volunteer Fire Relief Allocation processes
  • Assist with Municipal Pension State Aid allocation processes
  • Correspond to questions or concerns with municipalities, either by email or phone
  • Maintain holds spreadsheet, running balance of holds, outstanding holds, and reconcile with MPARS
  • Email, call, or send paper mail to municipality with questions regarding data submitted
  • Correspond with audit bureaus regarding holds, payment information, audit findings, and order to show causes
  • Correspond with Legal and maintain spreadsheet for Order to Show Cause documentation
  • Maintain documentation for order to show cause municipalities

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 4 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Budget Analyst 1; or
  • Two years of experience in financial administration work; hands on working knowledge of SAP, and a bachelor's degree; or
  • Any equivalent combination of experience and training.

Additional Requirements:

  • You must be able to perform essential job functions.
