Job Description: Cydecor is looking for a Foreign Military Sales (FMS) Management Analyst III to provide support to PEO-USC PMS 340 Program Office. The PMS 340 Program Office manages the research and development, testing and evaluation, engineering, procurement, fielding, life-cycle sustainment and fleet support of over 430,000 items of inventory for more than 300 operational commands and activities worldwide. This includes the rapid acquisition and life cycle support of new and emerging technologies for undersea, surface, ground and aerial combat systems for Navy Special Warfare (NSW), other Special Operations Forces (SOF) and Navy Fleet Forces to enable them to accomplish their missions in support of the National Defense Strategy - anywhere, swiftly, safely and decisively.

Job responsibilities include but are not limited to:

  • Advise and provide recommendations and documentation for the full spectrum of day-to-day efforts related to the export, sale, or transfer of NSW technology including articles, services, and data.
  • Draft executive level position papers for ISD, ASN, Congress, and other stakeholders concerning NSW technology export, sale, or transfer.
  • Assist with daily FMS case management functions in all phases of the FMS life-cycle (Pre-Letter of Request (LOR), Letter of Offer and Acceptance (LOA), Development, Case Execution, and Case Closure).
  • Perform case reconciliation activities using data provided as GFI to include resolving financial discrepancies, conducting reconciliation of unutilized funds, and preparation of interim and final case closure packages.
  • Provide financial support in budget planning and execution of international and FMS efforts, including ACP, using data provided as GFI.
  • Assist with the management and coordination of NSW FMS program activities including the presentation of FMS ADMIN budget estimates.
  • Assist the Program Office in development, execution, reconciliation, and closure of ACP.
  • Provide recommendations for the procurement/acquisition of excess defense articles, services, and major weapons systems to meet FMS customer requirements.
  • Provide research, review, and recommendations in the development and coordination of Technology Transfer and Security Assistance Review Board (TTSARB) documentation.

Here's what you need:

  • Bachelor's degree
  • 10+ years' experience in engineering/science management, operations research analysis, financial/cost analysis, or a relevant field required.
  • 10+ years' experience with Navy acquisition/In-Service Programs desired.
  • Experience leading a project and interfacing with an end item customer desired.
  • 5+ years of experience working with International/Foreign Military Sales (FMS) Programs including drafting Price and Availability (P&A) and/or Letter of Authorization (LOA) packages as well as monitoring case execution and developing case closure packages desired.

Bonus points if you have:

  • Bachelor's degree in Business or technical field preferred.

Security Clearance:

  • Active DOD Secret Clearance

  • Bachelor's Degree

Work Schedule:

  • Washington Navy Yard - Onsite

Compensation and Benefits:

The projected compensation range for this position is $100,000 - $115,000. There are numerous factors that can impact a final salary/hourly rate including, but not limited to, relevant work experience, skills and competencies that align to the role, work location, education/certifications, and a contract's Labor Categories.
