Job Description

POSITION SUMMARY: The Strategic Sourcing Specialist plays a vital role in supporting Elwyn's mission by ensuring the cost-effective and timely procurement of goods and services in compliance with organizational and regulatory requirements. This role will be responsible for managing the end-to-end RFP/RFQ process, analyzing vendor proposals, driving supplier negotiations, and maintaining strong vendor relationships to support program and operational needs. The ideal candidate is organized, analytical, and thrives in a mission-driven environment. This a key role that will help build a scalable, transparent, and efficient procurement sourcing function.

DUTIES AND RESPONSIBILITIES:

The Strategic Sourcing Specialist is responsible for performing assigned tasks within the following functional areas:

Sourcing and RFP/RFQ Management:

  • Initiate and manage requests for proposals (RFPs), requests for quotations (RFQs), and invitations to bid (ITBs) in accordance with procurement policies.
  • Lead the full lifecycle of RFPs, RFQs, RFIs, and informal bidding processes across a variety of categories (Professional Services, Facilities Management, Enterprise, IT, etc).
  • Partner with internal stakeholders to gather specifications, scope, and evaluation criteria.
  • Draft, issue, and manage sourcing events, ensuring clear communication and fair competition.
  • Issue accurate and timely contracts in the procurement system.
  • Ensure adherence to budget limitations and obtain appropriate approvals for purchases.
  • Maintain procurement documentation in an organized and auditable format.

Vendor and Contract Management:

  • Establish and maintain relationships with vendors to ensure high-quality service and competitive pricing.
  • Monitor and oversee vendor performance
  • Address issues related to service level agreement deviation
  • Establishing monitoring activities with partnered suppliers
  • Support negotiation of terms and pricing agreements with new and existing suppliers.
  • Track contract expirations and initiate renewals or competitive rebidding as needed.
  • Collaborate with internal stakeholders on contracts and redlining efforts.
  • Draft and coordinate contract documents, including Master Service Agreements (MSAs), Statement of Work (SOWs), renewals, and amendments for execution.

Compliance and Reporting:

  • Ensure procurement activities comply with organizational policies, government regulations, and funding agency requirements.
  • Assist with internal and external audits by providing procurement documentation and responding to inquiries.
  • Maintain procurement logs, dashboards, and records to support transparency and reporting needs.
  • In collaboration with the Director of Procurement, strengthen and promote the procurement function across the organization.

IMMEDIATE SUPERVISOR: Director of Procurement

DIRECT REPORTS: None

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:

  • Bachelor's degree in business administration, supply chain management, finance, or related field preferred
  • Two (2) to five (5) years of relevant procurement or purchasing experience, preferably in nonprofit, healthcare, educational, or government-funded environment
  • Experience managing RFPs/RFQs, vendor selection, and contract compliance.
  • Demonstrated excellent time management and organizational skills with a high attention to detail
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Preferred: Experience using ERP or procurement systems (i.e. Oracle)
  • Preferred: Supply Chain or Procurement Certification
