Posting Summary
Rutgers, The State University of New Jersey, is seeking a Consulting Application Developer for the Office of Information Technology. Reports to Assistant Director, Enterprise Business Development within Enterprise Applications and Research Computing ( EARC). This position is a senior application architect with advanced programming skills, and a broad range of technical knowledge. The position provides technical leadership in analysis, architecture design, development, implementation, and maintenance of enterprise middleware applications, managing student workers, and mentoring more junior developers. A key contributor to integration efforts, including myRutgers portal middleware web and mobile applications solutions.
Among the key duties of this position are the following:

  • Documents use cases, requirements, incident reports, architecture, and design details to aid in the support of application systems and services.
  • Participates in design and code reviews, testing and deployment activities.
  • Performs application maintenance and troubleshooting, aids in resolving system issues.
  • Performs reporting, metrics collection and analysis to improve quality and performance of applications.
  • Stays current with best practices in software development and applies new technology and processes where appropriate.
  • Participates in defining architecture and process standards for the middleware, in particular for myRutgers UXP user experience platform.
  • Contributes to ongoing evolution and development portal and mobile strategies, roadmaps and plans.
  • Participates in the open source community for middleware, and contributes to evaluation, selection and configuration of open source middleware solutions.
  • Determines and executes the best way to design, develop and deploy the technical solutions leveraging Next/ReactJS, Firebase, Artificial Intelligence (AI), tooling, and AWS, GCP cloud framework throughout the enterprise.
  • Writes new code and maintains existing code to implement new features.
  • Prepares tests that will verify that the unit program is working, and also to show through system integration testing that the new or revised programs perform effectively and without adversely impact the operational integrity of systems.
  • Works with stakeholders across the businesses and technology functions to establish a long-term sustainable architecture.
  • Consults with assistant director, project managers, developers and end users as required to gather and/or clarify requirements for proposed development projects, system enhancements and maintenance.
  • Identifies and suggests systems solutions to problems, performs analysis and develops detailed designs for new and existing system requests.
  • Manages a group of student workers for web and mobile (iOS, Andriod) apps developments.
  • Moreover, provides leadership, guidance, and mentoring to less experienced developers in all aspects of software development lifecycle including tools, methodology and best practices.
  • Helps to develop road maps, reference architecture, technical and policy direction and assure integration with OIT technical groups, the University, and peer institutions.
  • Researches new technologies, best practices, business processes and procedures.
  • Keeps abreast of the latest technologies and considers how they may be used to solve challenges in enterprise middleware solutions.
  • Consults with development staff regarding the implementation and use of the various technologies available.
  • Develops technical frameworks and architectures for use by development team.
  • Provides ongoing maintenance and support of applications.
  • Participates in the wider higher ed. technical community and open source community, in particular intranet, portal, and mobile app services.
  • Participates in email list, Slack discussions, core development, conferences, meetings, and presentations.
  • Coordinates and leads the evaluation, scope, documentation and completion of new development requests.
  • Coordinates and leads the evaluation, scope, documentation and completion of system maintenance requests.
  • Facilitates app server configurations by collaborating with systems and network administration teams.
  • Keeps abreast of all pertinent federal, state and Rutgers' regulations, laws and policies as they presently exist and as they change or are modified.
  • Understands and adheres to Rutgers' compliance standards as they appear in RBHS's Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.

Minimum Education and Experience

  • A bachelor's degree or an equivalent combination of education and relevant experience.
  • 7 years of IT experience with at least 3 of those years in application development, preferably in these key areas: (1) developing front-end web applications with NextJS, TypeScript, HTML5, CSS3 and ShadCN or similar UI Framework. (2) designing UI ( User Interface) UX ( User Experiences) and using WCAG 2.2+ to ensure accessbility standards. (3) experience with AI development LLM, RAG (Retrieval Augmented Generation) with external context. (4) developing server-side application with NextJS, NodeJS, PHP, Java/JSP, .NET, Rails, Python, etc. Strong JS/TS experience with proficient understanding of SSR frameworks/libraries such as NextJS, SvelteKit (Svelte), NuxtJS (VueJS), etc. (5) experience with web services technologies; including REST, AJAX, and JSON. Experience with enterprise architecture, systems design, database management systems, and emerging web technologies.

  • Experience working with NextJS to build SSR (Server Side Rendered) Applications, TypeScript, NextJS REST API and Database fetching, ShadCN / Tailwind CSS or equivalent framework, Accessbility WCAG 2.2 compliance, AI ( Artificial Intelligence ) using LLM, RAG (Retrieval Augmented Generation), Zod for TypeScript data validation and data integrity, Prisma ORM ( Object Relational Mapping ) or equivalent ORM library, RBDMS (Oracle, MariaDB, PostgreSQL, etc.) and NoSQL (MongoDB, CouchDB, DynamoDB, etc.). Excellent JS knowledge, including ES6 and/or Flow/TypeScript. Some understanding of Docker, Vagrant, Kubernetes, etc. Some knowledge of Figma, jQuery, *nix Bash, Bug tracking, CSS preprocessing (such as Sass), Amazon Web Services (AWS), Google Cloud Platform (GCP), Google Gemini, Firebase, Dev-ops Tools (Git, SVN, npm, Grunt/Gulp, Bower, etc.), Software development methodologies (Agile, Scrum, Waterfall, etc.). Photoshop experience also a plus.
