Job Description

Elwyn is seeking a Senior Director of Adult Behavioral Health Residential Programs to promote quality practices ensuring that Elwyn's adult behavioral health residential programs in Pennsylvania operate according to state, federal, accrediting, and organizational mandates, including Elwyn's Strategic Plan, core values, policies, and practices in the areas of program administration and operations.

ESSENTIAL FUNCTIONS:

Leadership and Teamwork

  • Provides supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline, and termination; work closely with the operations and clinical leadership teams to recruit, develop, and retain qualified staff
  • Works with, understands, and complies with terms and conditions of collective bargaining agreements (CBA) within a unionized environment with tasks including but not limited to adherence to scheduling procedures, processing transfers and promotions, administering disciplinary actions, adjudicating grievances, where appropriate, etc.
  • Reviews licensing and certification reports and delegates follow-up activities to appropriate leadership and Quality Improvement (QI) team members to ensure compliance and excellence in care; ensures corrective action plans are developed, fully implemented and executed; reviews, revises, develops, and implements policy and procedures as appropriate to foster a residential therapeutic milieu; maintains a high-level working knowledge of licensing requirements and state-of-the-art standards application by this partnership with QI
  • Works with leadership and QI team members to create and deliver comprehensive evaluation, training, and professional development plans for staff in a timely manner to ensure compliance and excellence in care
  • Reviews critical incident reports related to the health and safety needs of the individuals supported and provides timely follow-up and communication to appropriate program and/or administrative staff and stakeholders, as necessary; reviews evaluations of incidents and fact-findings as required to take appropriate action and /or improve program operations and outcomes
  • Works cooperatively with internal and outside stakeholders by developing and nurturing relationships through periodic communication with key government agencies, payors, community and customer contacts, and financial institutions to ensure quality of care
  • When necessary, works with case management and medical staff to act as a liaison between local hospitals and community-based providers to facilitate communication and care coordination if additional leverage is needed to provide quality of resident care
  • Works with program leadership to conduct general information meetings with residents and family members for the purpose of keeping all parties abreast of key program developments
  • Through open meetings, marketing, and other business development activities, promotes programs to stakeholders, including community members and partners
  • As necessary assists program leadership in working effectively with funding sources around referrals, aiming to best match the needs of the referral with the ability of the respective program while ensuring efficient and timely admission to the program once eligibility is determined; works closely with Outreach/Access department to achieve this goal
  • Assists Elwyn Information Technology in the development and implementation of new technology to maximize clinical operations efficiency including but not limited to the electronic health record, electronic medication administration record, and external care provider portals
  • Attends professional association meetings (e.g. Rehabilitation and Community Providers Association -- RCPA), to obtain updated licensing, regulatory, and/or clinical information; applies new information learned to enhance best practices and clinical operations at Elwyn
  • Promotes involvement with other regions within Adult Behavioral Health by maintaining involvement with other key Elwyn program directors and with Executive Leadership Team members, and through participation in Adult Behavioral Health projects and retreats for the purpose of ensuring consistency and excellence in the delivery of care throughout Adult Behavioral Health.
  • Serves as a role model to regional staff, presenting a professional, ethical, and positive image, as well as communicating the agency's corporate culture and values as stated in Elwyn's mission statement.
  • Travels at least monthly to all program sites ensuring services are delivered with consistency and excellence
  • Travels to corporate office up to four (4) times per year with the goal of partnering with peers from other regions throughout Adult Behavioral Health on driving new ideas and setting strategy in line with Elwyn's mission
  • Provides on call support in person or via phone call as needed, responding to crisis situations as necessary
  • Provides consultative services to other Elwyn programs, upon request
Operations Management
  • Oversees the care of residents, program design, and total operation of the residential programs in the Pennsylvania adult behavioral health region of by working with psychiatrist, directors, and operations managers to maintain survey-ready status for regulators and licensing bodies
  • Works with psychiatrist, directors, and operations managers to design, modify, and support holistic program models by implementing and executing best practices; works with quality improvement team to measure achievement program model
  • Develops annual regional strategic plan detailing priorities and staff development needs in cooperation with immediate supervisor and quality improvement team for the purpose of implementing and executing Elwyn's mission and following a path towards continuous quality improvement; periodically reviews the plan to ensure achievement of goals
  • Analyzes program effectiveness and efficiency by utilizing and interpreting objective data (e.g. quality, financial) as measured by the quality improvement team on clinical improvement, client satisfaction, employee development, etc.; implements process improvement strategies by working with leadership team and quality improvement team on plans of correction
  • In coordination with the leadership team, Senior Director of Training, and Learning and Staff Development ensures staff trainings are evidence-based and effective for unit staff in the support of the individuals supported; along with direct reports, ensures staff trainings are attended, information is learned and applied.
  • Ensures compliance with agency, contract, regulatory agencies, including Occupational Safety and Health Administration (OSHA) with tasks including but not limited to reviewing quality reports, following through on corrective action plans, and monitoring health and safety of the residential environment
  • Oversees vendor selection and management for services, supplies, and resources, including but not limited to operational support needs for the program to create and sustain a program that meets or exceeds budgetary and quality expectations
  • Perform cardiopulmonary resuscitation (CPR), first aid, and crisis intervention
  • Perform other duties as assigned
Financial Management
  • Directly and actively assists program leadership in the development and fiscal management of their budgets with tasks including but not limited to setting, establishing, and meeting / exceeding a budget for the purpose of maintaining stewardship
  • Ensures compliance with Elwyn financial policies and procedures in conjunction with program leadership and finance business partner
  • Coordinates request for proposal (RFP), contracting, and re-contracting process by working with business development with the goal of successful contract negotiation
EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:
  • Bachelor's degree in a human services discipline including but not limited to behavioral health, psychology, public health, public administration; Master's preferred
  • Ten (10) years' of demonstrated experience with increasing managerial responsibility in behavioral health or social service field
  • Experience in fiscal management
  • Previous experience working within and managing a unionized workforce preferred
  • Experience working with persons suffering from chronic mental illness
  • Experience working with Intellectual/Developmental Disabilities preferred
  • Demonstrated experience developing and overseeing adherence to program budgets
  • Knowledge of applicable regulations and guidelines:
    • Managed Care Organization (MCO) guidelines
    • Commission on Accreditation of Rehabilitation Facilities (CARF) standards
  • Experience working in a fee-for-service program
  • Non-profit human service experience highly preferred
  • Demonstrated ability to work effectively as part of a team
  • Ability to work with multiple, demanding stakeholders with unique priorities
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities and work collaboratively with individuals at all levels of the organization
  • Demonstrated strong attention to detail
  • Demonstrated excellent planning, analytic, time management, and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must be able to perform CPR first aid, and crisis intervention using agency-trained protocols
  • Must possess excellent customer negotiation, interaction, collaboration, presentation, conflict resolution, interpersonal, and written and verbal communication skills
  • Demonstrated intermediate proficiency in the use of Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint; experience in the use of cloud-based groupware, collaboration, and storage computing solutions preferred
  • Experience with Electronic Health Record (EHR) / Electronic Medical Record (EMR)
  • Demonstrated strong leadership skills, troubleshooting capability, and ongoing development of staff
  • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
