Description Position Title: Supply Chain Manager Position Classification: Regular; Exempt; Full-Time; 40 Hours/Week Reports to: Director of Supply Chain Operations Location: Employees in this role can work from our Boston, MA office, remotely within the U.S., or hybrid of these two options. Ability and willingness to travel 10% of the time to 3PL locations in the US (Florida and Massachusetts) A Cover Letter and Resume or CV are required to be eligible for application review. Department Profile: The International Operations (IOps) team works in pragmatic solidarity with care delivery and university sites to ensure the reliable availability of the medications, supplies, equipment, dignified facilities, and operations systems required to deliver quality health care to those most in need. This scope of work includes international order management and administration, sourcing new items and identifying best pricing, overseeing US-based warehousing, managing international shipping and documentation, coordinating the customization and implementation of Partners In Health's (PIH) supply chain management software, designing reports, providing support for biomedical and facilities teams, and providing technical support. General responsibilities The Supply Chain Manager is a member of the Supply Chain Operations team within the I nternational Operations department and is responsible for ensuring that orders and donations reach PIH-supported facilities efficiently, accurately, and cost-effectively. The Supply Chain Manager will oversee operations of a small PIH storage location and two Third Party Logistics ( 3PL ) warehouses , ensuring process efficiency and accuracy of inbound and outbound shipments and inventory management. The supply chain Manager will negotiate and implement contracts with PIH's 3PL providers and manage relationships with freight forwarders. The Manager is also responsible for monitoring and troubleshooting invoicing matters and delayed orders and shipments in the supply chain pipeline. Other a ctivities may include order placement, process mapping, developing , optimizing, and implementing standard operating procedures, training and capacity building, and managing performance using key metrics. The Manager will work with a range of stakeholders to deliver this work, including organizational leaders, technical experts, supply chain and infrastructure staff, and vendors and donors as needed. Specific responsibilities 3PL management (30%) Act as subject matter expert for 3PL management, special materials handling, and international shipping regulations, providing technical advice and trainings as needed. Develop/adapt contract terms and key performance indicators and ensure that performance of 3PLs is in line with set targets. Develop/update standard operating procedures for US warehouse operations and follow up on implementation. Adjust processes as needed to boost operational efficiency. Ensure compliance with all regulatory requirements, including state licensing, safety, security, and environmental standards. Order and Shipment Management (40%) Process purchase orders and shipments for projects as needed. Monitor and follow up on delayed shipments and orders, ensuring vendor communication is streamlined and invoices are submitted in a timely manner. Work hand in hand with country point of contacts, infrastructure, and sourcing team to streamline processes for monitoring and shipping items needed urgently by care delivery sites. Conduct and award bids for freight forwarding services for international and domestic shipments, Review shipment plans and give feedback to vendors on urgency, expiration date and possibility of consolidation, balancing cost savings and stock needs at sites. In collaboration with internal and external stakeholders, including insurance providers and the legal department, troubleshoot shipment and invoicing issues to prevent financial loss. Team Strategy and Management (30%) Contribute to annual team workplan and budget development. Take a high-level view of team processes, KPIs, and workload, identifying areas for improvement and redistributing work as needed. Oversee spending on grant funding for shipping and ensure funds are utilized in a timely manner. Contribute to funding proposals and project implementations as needed. Continuously monitor the 3PL market and devise strategies to identify and engage logistics partners that bring value to PIH. Supervise team members on the Supply Chain Operations team; ensure staff have clear responsibilities and help manage workloads, identify and remove obstacles to achieving goals, and help individuals achieve their personal and professional goals. Qualifications: Required: 6-8 years relevant experience Proven experience leading process improvements and generating stakeholder buy-in. Strong knowledge of warehouse operations, inventory management, international shipping and/or procurement. Proven experience in managing Third Party Logistics partners (3PL) and/or managing warehouses. Proven ability to learn new systems/processes quickly. Ability to work well with a diverse team, honoring the concerns and priorities of field-based staff. Strong oral and written communication skills; ability to identify, clarify, and negotiate competing viewpoints. Experience providing management oversight to one or more staff. Ability and willingness to travel to 3PL locations in the US (Florida and Massachusetts). Interest in social justice. Proficiency in French, Haitian Creole, and/or Spanish preferred. The position belongs to a class of roles that have a salary range between $70,000 and $90,000/year. Subject to the terms and conditions of the applicable plans then in effect, eligible employees may enroll in a 401(k) plan with automatic employer contribution, as well as participate in organization-sponsored medical, dental, vision, short-term and long-term disability insurance, and basic life insurance plans for the employee and the employee's eligible dependents.
