Job Type Full-time Description The Cloudburst Group is a unique small business focused on empowering communities to build social, economic, and environmental resilience. We are seeking a Senior Analyst to support our growing portfolio of work supporting state and local governments that have received HUD Community Development Block Grant Disaster Recovery (CDBG-DR) funds. Such direct support to grantees includes assessing grantees' knowledge, skills, and capacity to meet CDBG-DR grant conditions, developing Action Plans and public engagement strategies, establishing financial management and grant compliance certifications, developing programmatic policies and procedures, launching programs, supporting subrecipient and contractor management, and complying with the cross-cutting and administrative requirements of HUD grants. The successful candidate will join Cloudburst's growing housing and community development team to provide technical assistance to HUD grantees, support HUD programs, and engage directly with state and local HUD grantees. The successful candidate will be placed as a Senior Analyst.THE IDEAL CANDIDATE WILL BE ABLE TO: Provide subject matter expertise to communities preparing for, responding to, and recovering from disaster events to effectively plan for the use of grant resources and ensure compliance with funding requirementsConduct direct technical assistance and capacity building, develop and conduct training sessions, and develop tools and productsApply theoretical and practical program design knowledge to support meeting clients' goals and objectivesWork directly with project teams to define the scope, schedule, and budget of technical assistance engagements that work to support communities in designing and implementing the use of disaster recovery programsManage projects to ensure budgets and timelines are met and work streams are executed effectivelyEnsure effective communications among the team and with the client to provide support and direction to project teams, monitor and report on progress, and implement and manage change when necessary to meet project deliverablesCoach and support junior staff on project elements and management processesOther duties as assigned, dependent on organizational needs and employee skills, including limited travel Requirements Minimum Bachelor's degree in a related field, advanced training, or equivalent experience, and at least ten+ years of related experienceAt least five years of related experience must be administering HUD CDBG-DR grants for a state or local government as an employee or contract staff. This experience must reflect a day-to-day responsibility for overall compliance with grant requirements and broad administrative dutiesExperience working in disaster preparedness, response, recovery, and resilienceIn-depth knowledge of CDBG-DR programs and the cross-cutting requirements of HUD grants, including the uniform administrative requirements, environmental review, procurement, and subrecipient managementTheoretical and practical project management knowledge, including at least three years of direct project management experienceExperience in strategic planning, risk management, or change managementWorking knowledge of HUD reporting systems, including DRGRWorking knowledge of the HUD CDBG programDemonstrated interest in social impact and community developmentAbility to prioritize concurrent tasks while working under strict deadlines in a fast-paced environmentAbility to work on remote and in-person teamsWillingness to learn new skills and programsExcellent oral and written communicationExemplary interpersonal skillsProficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, SharePoint), Google apps (Gmail, Chat, Meet, Drive, Docs, Sheets, Slides), and remote collaboration and communication tools Desired ExperienceExperience with other federal, state, and local disaster funding, such as SBA and FEMA.Recent hands-on experience in DRGR, including Action Plans, QPRs, draws, and the use of MicroStrategy reportsWorking relationships with HUD headquarters or Field Office staffProfessional proficiency in SpanishCompany Information The Cloudburst Group is a unique small business working at the intersection of domestic and international development to improve social, economic, and environmental resilience.The Cloudburst Group is committed to hiring and retaining a diverse workforce.
