Compensation Grade: P27Compensation Details: Minimum: $106,083.00 - Maximum: $106,083.00 AnnuallyDepartment (OHEHR) AI - AIDS InstituteJob Description: Responsibilities Health Research, Inc. is seeking a Manager, Contracts and Audits position who will work in the New York State Department of Health's (NYSDOH) Office of Administration and Contract Management, which is a busy and fast paced office within the AIDS Institute. This office oversees the administrative and fiscal process for all contracts and payments that go through the NYSDOH and Health Research, Inc. The Manager, Contracts and Audits, will oversee AIDS Institute activities related to federal and non-federal grants management and purchasing, and provide oversight of fiscal and contract management functions within the Office of Administration and Contract Management (OACM). The incumbent will work closely with the AIDS Institute's Division, Office, Bureau and Section directors in the planning, development and implementation of a wide range of HIV/AIDS, STD, Hep C, LGBT Health & Drug User Health services and programs; manage and oversee functions related to the development and approval of federal grants; coordinate and oversee all AI-related purchasing activities submitted to HRI; work closely with HRI to lead and coordinate the consultant contract process and other contract-related activities for the AIDS Institute. Minimum Qualifications Bachelors' degree in a related field and five years of experience in the management and administration of fiscal or other related operational activities; OR an Associate's degree and seven years of such experience; OR nine years of such experience. At least three years of experience must have included supervision of staff and program management. A Master's degree in a related field may substitute for one year of experience in the management and administration of fiscal or other related operational activities. Preferred Qualifications
Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. Travel, 25% of the time, will be required. The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.
