Job Summary

This full time, career position will provide high-level financial and budgetary support to the CAO, Research Unit Manager, Finance Manager and Department Chair for all division and program units under Public Health Sciences. Under the direction of the Research Unit Manager, the incumbent will provide general financial and budget support for designated programs as needed. Under the direction of the CAO, this position will also provide project management and operations support to the department. Responsibility also includes analysis and reconciliation of operating accounts account expenditures in accordance with budgeted projections. Resolve research issues, analyze data, prepare reports, make recommendations. Provide accurate monthly financial reports to Principal Investigators, Program Staff, managers/directors, and Finance Manager. Develop budgetary projections for review and adjust as needed on assigned operating and grant accounts. Serves as back-up to post-award grant management within Public Health Sciences. Requires a broad knowledge of University and UCDH policies, procedures, practices and organization, knowledge of Extramural Fund Accounting and funds flow through. The incumbent will exercise initiative, originality, and judgment in applying established principles and practices to new and unusual fiscal management situations. Incumbent will formulate strategies requiring original thinking and innovation due to widespread changes in financial operations.

Minimum Qualifications

  • Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
  • Bachelor's degree in related area and / or equivalent experience / training
  • 1-year experience with accounting principles and accounting policies and procedures.
  • 1-year experience working with finance.
  • 1-year experience with facilities and equipment management policies and procedures.
  • 3-years experience in a customer service oriented environment.
  • Experience and advanced computer skills including MS Word, and Excel.
  • Skills in financial/budgetary principles and theory as well as skilled in projection development, financial analysis and cost/benefit analysis.
  • Skill, knowledge and understanding to identify, analyze, interpret and discuss policies, procedures, rules and regulations, and the impact of such on administration and day-to-day operation.
  • Knowledge and ability to work with a variety of software applications.
  • Ability to analyze, plan, and do steps needed to achieve project completion. Must be thorough and attentive to detail with a high rate of accuracy; ability to maintain accurate and timely reports.
  • Ability to use analytical and critical thinking skills to determine appropriate action with minimal direction. Proven ability to be productive, accountable, and independently knowledgeable about the full scope of work.
  • Skill and ability to exercise tact and diplomacy to effectively maintain good working relationships with staff, faculty, contracting agencies, etc.
  • Strong organization skills to coordinate large volumes of work, establish priorities, and meet deadlines. Demonstrated ability in maintaining a high level of accuracy and attention to detail under multiple deadlines.
  • Verbal and written communication skills, utilizing appropriate grammar, spelling, and punctuation. Must be able to record progress of work and explain procedures.
  • Communication skills to interact with a wide variety of people in person and over the telephone. Must be flexible and have the ability to communicate effectively with team members as well as participate, contribute ideas, set goals, tolerate confusion, and support and implement decisions affecting the group. Interpersonal skills to interact in a sensitive and helpful manner with a diverse group of faculty, staff, and clients.
  • Excellent customer service skills and problem-solving skills.
  • Initiative and ability to work effectively both independently and as part of a team; flexibility and willingness to adapt to changing situations in a positive manner.
  • Skill and ability to organize and initiate tasks without direct supervision, ability to work quickly under pressure of stress, deadlines, and frequent interruptions in a busy environment and retain interpersonal effectiveness. Ability to anticipate problems and recommend changes and solutions. Judgment to determine urgency of situations and react appropriately.
  • Comprehensive knowledge of UC Davis policies and procedures especially in regards to HIPAA, PHI, and PII.

Preferred Qualifications

  • Experience in account auditing, identifying problems, and making recommendations to management.
  • Experience directing and organizing workload in a tactful, diplomatic, and organized manner.
  • Experience working with confidential information.
  • Experience using AggieEnterprise, UC PATH, Cognos or other similar computer-based accounting systems.
  • Experience with UCD and UCDH contracts and business agreements preferred.
  • Experience preparing complex budgets, with the ability to provide analysis and forecasting.
  • High level of competency and accuracy with database and spreadsheet applications.
  • Experience with facilities project management, including renovations and relocations
  • Knowledge of UC policies and procedures.

Department Overview

The Department of Public Health Sciences is a large and rapidly growing department in the School of Medicine, with five divisions (Division of Biostatistics, Division of Epidemiology, Division of Health Informatics, Division of Health Policy and Management, and Division of Environmental and Occupational Health). The Department also is the administrative home for a PhD and Master's in Public Health, Master's in Health Informatics, and Masters in Advance Clinical Studies professional degree programs. With 30+ full time faculty actively involved with extramural research projects and a research budget exceeding $70M/year and an approximate department budget of $26M/year this financial analyst position is critical to the department.

Work Environment

UC Davis is a smoke and tobacco free campus effective January 1, 2014.
