BID/JOB ANNOUNCEMENT Civil Engineer IV Chicago Department of Transportation Division of Engineering - Bridge Section And Division of Engineering - Highway Section Number of Positions: 3 (Additional vacancies possible pending budget approval) Starting Salary: $96,516.00/year These positions are open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Select your correct bargaining unit FAILURE TO FOLLOW THESE INSTRUCTIONS WILL RESULT IN A REJECTED BID APPLICATION Applications for this position will be accepted from 8/21/25, until 11:59pm CDT on 9/4/25 The Chicago Department of Transportation is seeking a Civil Engineer IV to perform senior level professional civil engineering duties, working independently on tasks related to the construction, maintenance and design of moderate to complex infrastructure and building projects; and performs related duties as required. ESSENTIAL DUTIES Bridge Section * Review engineering plans, specifications, calculations, and cost estimates for transportation/Infrastructure, and bridge and/or tunnel projects. * Review Illinois Department of Transportation (IDOT) and Federal Highway Administration (FHWA) reports and documents including Bridge Condition Reports (BCR), Project Development Reports (PDRs), Type Size and Location (TSL) plans. * Prepare reports on the status and costs of bridge projects. * Oversee the schedule and budget for engineering consultants. * Oversee design review meetings. * Represent City at community meetings to address impacts from planned projects. * Review invoices related to bridge projects. * Management of bridge and/or tunnel design projects and contracts including but not limited to coordination with local stakeholders and local/state/federal agencies and other permitting agencies. * Responding to site conditions of projects; design and project document review and processing; and coordination with other departments and programs. * Responsibilities may also include the need to access tunnels and bridges within Chicago. Highways section Civil Engineer IV in the Highway Section will serve as a Project Manager for a portfolio of projects that may include major roadway reconstruction and reconfigurations, arterial street resurfacing, viaduct vertical clearance improvements, traffic signal modernizations, major intersection reconfigurations, varied state-of-good-repair upgrades, and Mega Planned Development Projects. * Assists in developing project scopes, budgets and schedules. * Manages scope, schedule and budget of design engineering consultants performing Phase I and Phase II design engineering. * Oversees design review meetings. * Represents the City at community meetings to present proposed projects. * Coordinates with utilities and other City agencies throughout the design process to coordinate work, avoid conflicts and obtain approvals. * Coordinates projects with the Illinois Department of Transportation (IDOT), Federal Highway Administration (FHWA) and other regulatory agencies throughout the design process to obtain project approval. * Prepares and reviews engineering designs, drawings, calculations, specifications and cost estimates for infrastructure, construction, maintenance and repair projects. * Prepares reports on the status and costs of engineering projects. * Assists with project accounting and finance agreements and encumbrances. * Assists with preparation of professional service request for qualifications and agreements. * Reviews payment vouchers related to program's projects. * Reviews proposed engineering changes, contract amendments and related costs, and makes recommendations regarding appropriateness and cost efficiency. * Attends weekly construction review meetings. * Attends legal hearings and provides technical information on engineering projects. * Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or a directly related field of engineering supplemented by two years of progressively responsible Civil Engineering experience, or an equivalent combination of training and experience, provided the minimum degree requirement is met. * A valid State of Illinois driver's license is required SELECTION REQUIREMENTS: This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected. The interviewed bidders possessing the qualifications best suited to fulfill the responsibilities of the position will be selected in seniority order according to the collective bargaining agreement. Preference will be given to candidates possessing the following: O Previous work experience as a Design Engineer or Project Engineer on transportation/infrastructure and/or highway bridge projects funded by CDOT, IDOT, FHWA, or others. O Knowledge of IDOT Standard Specification for Road and Bridge Construction, Manual on Uniform Traffic Control Devices, AASHTO Policy on Geometric Design of Highways and Streets, and/or bridge design practices and AASHTO LRFD Bridge Design Specifications. O Registration as an Engineer Intern or Engineer-in-Training with a US State licensing board. O Proficiency in Microsoft Office software, including Word, Excel, Outlook, and Teams.
