HDR is providing PM/CM services for the Los Angeles World Airports ATMP Landside Improvements Project. The project will deliver critical improvements to the roadways, streets, and thoroughfares in and around the Los Angeles International Airport (LAX) campus. HDR will assist with the management of projects throughout the design, preconstruction, and construction phases, from inception to closeout. The Electrical Project Representative 2 will serve as a key member of the Construction Management (CM) group for the ATMP Roadways Improvements Project, focusing on the management of the significant electrical work scope. This role is critical for leading efforts related to electrical submittals, RFIs, and Field Directives, ensuring proper interpretation of plans and specifications for inspectors, and coordinating with various agencies and stakeholders throughout the project's design development, construction and project closeout. The position involves performing higher-level functions as part of the PMCM team, complementing LAWA's inspection responsibilities.

Key Responsibilities

Electrical Work Management



  • Lead the PMCM team's management of all electrical work, which includes elevators, street lighting, street signals, signal lighting, low voltage (fiber and communications), and electrical utility relocation by third parties.
  • Oversee electrical scope components, which are anticipated to be in the tens of millions.
  • Coordinate with the Contractor's full-time electrical manager and electrical contractors.


Documentation & Communication



  • Lead LAWA/PMCM efforts for submittals, Requests for Information (RFIs), and Field Directives (FDs) related to electrical work.
  • Maintain a log of design and construction decisions, including documenting design exceptions from Authorities Having Jurisdiction (AHJs).
  • Prepare exhibits and other supporting documents to facilitate AHJ and Third-Party coordination.


Issue Resolution & Interpretation



  • Track Non-Conformance Reports (NCRs) in coordination with inspection teams and work to resolve them with the Design-Builder and AHJ's.
  • Assist LAWA Inspection with resolving conflicts in the plans and specifications and determine if the changes are 'Minor Changes,' and/or requires a 'Major Change Administration (MCA)


Permitting & Agency Coordination



  • Coordinate with AHJs, including LADBS, LABOE, LADOT, LABSL, LADWP, FAA, and Caltrans
  • Oversee contractor's applications for applicable permits to secure approval of the plans, such as LADBS Use of Land Permits, LABOE B-Permits and Electrical permits from LADBS, which will be applied for by SFJV.
  • Coordinate initial, final and acceptance testing and inspections by LADBS, LA BSL, and LA DOT for all electrical work on the project, as they own and maintain the street lighting and traffic signal systems.


Design Compliance



  • Verify plans and construction adhere to the Project Specific Design Criteria (PSDC).
  • Verify adherence to guidelines from the LAWA Design and Construction Handbook (DCH) and LAX Design Guidelines.


Site and Design Aspects (where applicable)



  • Support subsurface utility investigations (potholing) to mitigate unforeseen conditions, including those near overhead sign structures, billboard foundations, LAX Pylons and bridge foundations.

Preferred Qualifications

  • Licensed Professional Engineer (PE).
  • Demonstrated knowledge of Traffic, ITS, and Electrical work, specifically on the LAWA ATMP Roadways improvements project.
  • Experience in design development (60%), 90% and 100% design packages, and Final Construction Documents, and Engineering Support During Construction.
  • Ability to work collaboratively with various LAWA groups, adjacent projects, and third-party stakeholders.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Technology, or combination of education and relevant experience
  • A minimum of 5 years progressive construction experience on multidisciplinary projects
  • Must have a fundamental understanding of contracts and familiarity with codes and laws governing construction
  • Must possess the ability to read and interpret construction drawings and specifications and identify discrepancies or conflicts within documents
  • Must be able to work in a team environment
  • Must be computer literate, experience with Microsoft Office, Primavera, or related construction packages
  • Must have excellent verbal and written communication skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
