Risk Manager

Your main responsibilities

In this role, the Risk Officer is responsible for the overall implementation of the SEC Management of Change process for large project safety, with emphasis on New York City, but may be able to help in other Schindler areas. The Risk Officer will ensure that changes to a process do not inadvertently introduce new hazards or unknowingly increase risk of existing hazards. The risk officer will also be responsible to review and evaluate large construction projects during the bid phases to assess for possible unforeseen risks. The Risk Officer will be responsible to propose adjustments / solutions & abatement for methods that may pose a risk to Schindler employees and those working in the same area.


Additionally, the Risk Officer will indirectly manage a team of professionals that will make regular jobsite visits to NI projects throughout SEC. Indirectly, SEC districts may be contractually required to hire full time H&S managers for large NI projects. The Risk Officer shall work with the districts to identify appropriate candidates.


The Risk Officer will be required to support the Schindler Large Projects Division (LPD) with emphasis on New York City but may be asked to help other sites nationwide by the Director of the LPD.
Management of Change (MOC)
1. Continuously review operational methods to ensure safe work practices are considered and included.
2. Coordinate with NI operational teams a Managemenet of Change process is implemented for all new projects being bid and monitor existing methods projects for unforeseen risk by conducting frequet jobsite visits.
3. Review all SIF and pSIF events to determine if alternative actions or methods are required to mitigate or eliminate potential risk on current or upcoming projects. Understand causes, whether from a district or operational perspective and work with required personnel to assess of the process or method that needs to be revised or reviewed.
4. Compile safety information on the products, equipment, materials, methods or processes that are changing. Assist with writing policies and procedures to incorporate the new information for upcoming and current projects.
5. Establish a way to gather employee input on the changes, such as interviews, group discussions such as learning teams or surveys. Incorporate employee comments and suggestions into the project review process. Craft a playbook that can be shared enterprise wide to help Schindler Districts better asses risk on large projects.
6. Write instructions for all employees on processes in which changes are possible to ensure comprension of the change. The procedures must be clear, include steps for performing every operation (e.g. a simple work instruction) and cover safety information.
7. Work with the Sr. Manager of Systems and Compliance and the SEC Technical Training Department to develop a process and means on how to best train employees on the changes.
8. Ensure there is a process to document when H&S has reviewed a process and method and who/when the document reviewed/approved
9. Work directly with operational department leads to ensure/develop standards and methods that can be used to assess all large projects for potential high risk tasks. Coordinate these methods with the LPD team.
10. Train / Ensure Area Safety Managers understand and associate risk according to operational expectations within Schindler safety policies and procedures "Standard methods" in all operational areas are understood and followed by district staffing and field employees.
11. Analyze effectiveness and compliance of policies and field practices. With jobsite visits products and establish future direction for functional policies and programs affect company as a whole.


12. Partner with the NI Project managers and Superintendents to ensure project site compliance with company safety and health standards and procedures.
13. Work with site project safety and regional large project safety managers to identify, eliminate and control hazardous conditions that may lead to injury and or property damage using job specific safety standards,
14. If requested, assist in the development of the project safety program.
15. Attend all initial meetings with the Project Staff and Subcontractor representatives to clearly define their role within the confines of the Project Safety Program for all large projects (<$200k).
16. Either Conduct or require that a documented pre-planning safety meeting is executed with any subcontractors safety manager/director for large/high risk jobs.
17. Ensure that Subcontractors are conducting the proper training requirements as per the OSHA standards.
18. Ensure NI safety patrol specialists are visiting a representative sample of jobs within K01.
19. When required, assist SEC NI project management or sales leaders develop site specific safety plans for high hazard work for work in New York City.
20. Develop Job Safety Analysis (JSA) for common high risk jobs.
21. Ensure large projects are reviewed at approrpirate intervals for hazard and risk identifcation, prevention and control.
22. When requested, work with district, area or sales teams to develop site specific safety budget numbers for items like on site safety personnel, specialized training, specialized equipment etc.
23. Perform unannounced to visits of areas which continuously show a lack or indicate questionable compliance.

What you bring

* Ability to use and navigate a lap-top/tablet and desk-top computer.
* Highly proficient with using MS Office Suite products.
* Knowledge of OSHA, NYC Department of Buildings (DOB) and other related environmental, health and safety regulations.
* Expert knowelege in eleveator and escalator methods.
* EHS Audit skills training and experience.
* Strong oral presentation and writing skills.
* Ability to work independently, requiring minimal day-to-day direction or oversight.
* Ability to manage and prioritize multiple tasks.
* Ability to write, review and edit technical reports, executive summaries, memoranda and presentations.
* Ability to collect and analyze relevant data on spreadsheets.
* Ability to work efficiently under pressure and meet restrictive deadlines.
* Outstanding verbal and written communication skills. Delivers clear, concise and influential messages, both verbally and in writing.
* Proactively manages projects to ensure budgets, schedules, and performance criteria are met for large, multi-year projects
* Platform and facilitation skills including the ability to deliver interactive presentations and lead meetings. Facilitation experience with senior level leaders a plus.
* Strong experience in performance diagnosis, needs assessment, analysis, and business case development
* Excellent relationship building and influence skills.
* Ability to develop credibility and rapport with senior executives
* Ability to work independently as well as collaboratively

Travel may be required to assist with special projects, incidents investigations and professional development.
Required Education and Experience
* Bachelor's degree required (preferably in environmental health and safety).
* Significant experience working with General Contractors in the New York City metropolitan area.
* General knowledge of the elevator and escalator business, standards and methods
* Experience with state and local elevator regulators such as the Department of Buildings
* Working knowledge of industry standards such as ASME A17.1 Safety Code for Elevators and Escalators
* 8-10+ years' experience in the construction industry
* Knowledge of OSHA and EPA standards with regard to construction
* CSP/CIH Certification preferred
* Elevator industry experience commensurate for the position may take the place of a formal degree in Safety and Health or a similar field
