Specialist III- Recruiter Job Overview: Drives full lifecycle domestic salaried recruitment process to attain high quality candidates and hiring manager satisfaction, including sourcing, screening and interviewing. Prepare/manage all forms of media advertising and responses, internally and externally. Prepare complete and detailed client engagement agreements and posting, ensuring an understanding of job duties, responsibilities and business requirements. Effectively partner with hiring managers in the evaluation of internal and external applicants. Identify, recommend and leverage position appropriate online recruiting resources and in-house systems to identify, attract, present and recruit top tier talent. Identify and deploy creative methodologies for sourcing quality candidates. Review resumes and credentials for appropriateness of skills, experience and knowledge in relation to position requirements and business need. Proactively identify candidates and develop appropriate candidate pool for manager selection. Arranges for job related skills testing of applicants; records results and other relevant information. Manages candidate attribute assessments with an external vendor. Manage and coordinate all communication with candidates, including interview preparation, process overview, setting expectations, post-offer discussions, closing, offer letter review and general on-boarding. Ensures the maintenance of accurate and concise records and reports concerning all phases of the recruitment process, including EEO statistics and OFCCP compliance. Tracks competitiveness of Carpenter's total compensation offering (base, bonus, benefits, etc.) and reports findings to manager and Total Rewards. Partner with colleges and universities to recruit for entry level positions and/or internship opportunities, as needed. Represents Employment on broader organizational initiatives and may lead projects within Employment group. Perform all other duties and special projects as assigned. Knowledge: Business/Functional Expertise: Uses best practices and knowledge of internal/external business issues to improve processes, products or services in own function. Has expertise in own function. Project Management: Effectively manages small projects or sub-teams, including coordination of resources outside of own area. Forecasts and plans resource requirements for small projects or sub-teams. Financial Management: Monitors and controls costs within own work and may manage costs for small projects or areas. Other: Expert level knowledge in all lifecycle recruiting components including, but not limited to: sourcing, screening, networking, interviewing, salary negotiations and relationship management Advanced knowledge of the Federal Selection Guidelines and the American's with Disabilities Act. Advanced knowledge of recruitment and selection techniques. Knowledge of the policies, procedures and practices of Carpenter's Human Resources Department. Knowledge of the Human Resources Information System and various software products (e.g. Excel, Microsoft Word, etc.) Excellent systems aptitude, experience with Taleo, MS Office, HRIS and internet sourcing capabilities Knowledge and extensive past use of ATS required.
