Responsibilities

The Sponsor is looking for a proactive systems engineer to help continue delivery and forward momentum for a large data platform. The systems engineer will use a holistic approach toward delivering an end-to-end systems and systems-oriented products through the entire lifecycle.

  • Work closely with governance, technology, and other technical and specialized teams while being able to integrate, organize, and communicate large volumes of data.
  • Assess and validate the internet systems requirements and solutions, and characterize them across the Sponsor organization.
  • Translate business requirements into technical solutions, develop evaluation CONOPS, and coordinate with the Customer and Stakeholders.
  • Assess and validate risk management controls, questionnaires, and lexicons across Sponsor.
  • Communicate effectively across Sponsor organizations and with other Stakeholders.
  • Collaborating with the ISSE/ISSM, provide Operations and Maintenance (O&M) and content management support for the Sponsor's internal risk management program.
  • Develop roadmaps, architecture, requirements, data diagrams, flow charts, other system-engineering related documentation to solve problems, identify improvements, create standards, and facilitate cross-organizational collaboration.
  • Leverage multiple data management tools such as link analysis to organize relevant information and make decisions.
  • Apply an agile approach to software development consistent with the Sponsor's project management and software development frameworks with a focus on demonstrating and delivering releasable software every iteration.
  • Provide documentation and models for interfaces.
  • Discover and forecast new technologies and products advancing capabilities through technical insertion in sprints.
  • Review technical challenges, propose recommended courses of action, and document.
  • Serve as the Scrum Master to ensure development activities are coordinated, scheduled, and documented with the appropriate stakeholders (e.g. product owner, customer, operations, release manager, etc.).
  • Develop a repeatable process to ensure scope consistency.

ADDITIONAL SECURITY REVIEW PROCESS

All personnel joining the organization undergo an additional security review that can take anywhere from 7 business days to 45+ days or more.


Qualifications

Required:

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph.
  • 10-12 yeas of experience with a BS/BA in engineering, IT or computer science (or 8-10 years with MS/MA or 5-7 years with PhD), or comparable experience with 3 years of experience with the Sponsor in a mission ops-like environment.
  • Effective written and verbal communication skills.
  • Be a self-starter with leadership capabilities and execution of roles and responsibilities with little to no supervision.
  • Clearly communicate verbally and in writing technical analysis in briefing and in report format.
  • Extensive knowledge of Scaled Agile Framework (SAFe) or Scrum methodology and the Systems Development Lifecycle (SDLC).
  • Knowledge of the requirements tracking tool JIRA and how best to utilize its functionality in an agile environment.
  • Demonstrated understanding of Extract Transform and Load (ETL) pipelines and how they relate to data flow.
  • Demonstrated experience assessing risk, impacts, and developing contingencies to mitigate them.
  • Demonstrated experience working with Docker, Kubernetes, and/or other virtualization technologies.
  • Demonstrated experience working with platform and software development environments.
  • Demonstrated experience with graph database.
  • Understanding of building tools and technical signatures.
  • Demonstrated experience with cloud Infrastructure within a high-security environment.
  • Demonstrated experience completing various forms of communications for executive, technical, and mission audiences.
  • Demonstrated experience identifying technology opportunities and gaps in technical capabilities and processes.
  • Demonstrated experience with time management and working on multiple projects.
  • Demonstrated experience evaluating and developing strategies to solve complex systems engineering challenges in cross-organizational environment.

Desired:

  • Demonstrated experience with data visualization and link analysis.
  • Demonstrated experience with the Sponsor's regulations governing, or related to, the management of sub-compartmented dissemination programs.
  • Demonstrated experience processing and integrating large amounts of information in an organized and comprehensible manner.
  • Demonstrated experience identifying and validating requirements from user stories and engagements.
  • Demonstrated experience programming in one or more languages such as Cypher, Java or Python experience preferred
