REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Operations Supervisor.

General Description
This job is responsible for performing professional and administrative work assisting in the management of the Operations Division of the Port Everglades Department. Work involves supporting the Director and Assistant Director with planning, coordinating, and carrying out operational functions and activities. The position assists in the administration of the Division's internal information and reporting systems utilizing computer generated programs for developing charts, graphs, and other visual presentations. Work includes interfacing with customers, staff, regulatory agencies, labor organizations, and the public on technical and non-technical issues related to ships; marine, cruise, cargo, and container terminals; cargo, cruise, and petroleum operations; harbormaster/linehandling; container crane and equipment; facilities maintenance; and general port matters. The incumbent is the designated Division Safety Officer. Assignments are received from the Division Director and Assistant Director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgment within established guidelines. Performance is reviewed periodically through meetings and written reports.

Minimum Education and Experience Requirements
Requires a bachelor's degree from an accredited college or university with major coursework in marine operations or closely related experience.
Requires four (4) years in all phases of marine operations with some supervisory experience or closely related experience.

Special Certifications and Licenses Required
Ability to secure and maintain a valid Florida Driver's License at the time of appointment and for the duration of employment.

Ability to secure and maintain a valid Seaport Business Purpose Credential for the duration of employment.

Ability to secure and maintain a Transportation Worker Identification Credential (TWIC) within 60 days of employment and for the duration of employment.

Preferences

  • Coast Guard Deck or Engineering License
  • Master's degree in Business, Logistics, Transportation, or closely related area
  • Graduate of the Coast Guard, Naval or Merchant Marine Academy or state maritime academy or college
  • AAPA Professional Port Manager (PPM) certification
  • OSHA Safety & Health Certification
  • 4+ years' service in the Navy, Coast Guard or Merchant Marine
  • 2+ years' experience developing and presenting audio/visual presentations
  • 2+ years' experience managing port related safety programs
  • 2+ years' experience preparing technical and analytical reports
  • 2+ years' experience with cruise/terminal, cargo, crane operations
  • ISO certification in Quality Management, Occupational Health and Safety or Environmental Management



DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Function as the Division's safety officer by conducting field inspections of facilities, docks, equipment, and operations.
  • Physically view and document issues; create Work Orders and address safety issues in Southport/Midport/Northport and Cruise dockside areas, including interior/exterior of Cruise terminals.* Address safety issues with cargo supervisors, cargo terminals [outside/common areas] cruise terminals [outside and inside before they are occupied], conduct daily spot checks.
  • Collaborate with Port Risk Manager to develop and manage safety activities in accordance with County Policy and Federal, State and Local regulations.
  • Review safety issues and current contracts; recommend solutions to improve current processes/procedures and structures related to Port operations.
  • Coordinate Division safety programs and training and conduct safety meetings with Division staff.
  • Collaborating with Seaport Facilities Maintenance Division to address Southport/Midport and cruise terminals issues, cargo traffic flow.
  • Develop policies and procedures for the Operations Division.
  • Create and Coordinate Operations Division projects which cross multiple Divisions
  • Draft/Update hurricane plan and emergency plans (work closely with the USCG).
  • Develop and track PATON's [Private Aid To Navigation] - work closely with the pilots and USCG.
  • Coordinate projects with Seaport Engineering and Construction Division on waterside and navigational projects to ensure Ops is fully engaged.
  • Monitor and coordinate with Port tenants on any tenant projects or construction that may affect Port operations.
  • Assist in the planning, direction, and supervision of the activities of professional and administrative staff; prepare and monitor reports, records, and daily activities of the Division.
  • Confer with customers, staff, contractors, vendors, government officials, labor organizations, regulatory agencies, and the public regarding divisional issues and requests.
  • Assist in the research, development, and administration of the Division's annual operating and capital budgets.
  • Communicate via telephone and email with Port staff, customers, and outside parties regarding various Port related operational issues.
  • Prepare technical reports and presentations; maintain analytics as requested.
  • Attend conferences and public and professional meetings as directed.
  • Perform related work as required.
