The College of Law Dean's Office - Business Services Division currently seeks a Finance Officer who will work to effectively manage financial resources. Reporting to the Assistant Dean for Administration and Finance, this position will perform budgetary analysis for departments to assist with planning, allocations, and expenditures. This position is responsible for supporting all financial activities as it pertains to state, foundation, and sponsored funding, departmental sales and services, and Indirect funding.

The essential duties and responsibilities of the College Finance Officer include, but are not limited to the following:

  • Manages annual college state budget.
  • Reviews and analyzes monthly financials, including, financial reports, balance sheets, revenue and expenditure guidelines, designated reserves, and fixed assets as well as any internal or external reports as needed. Provides budgetary analyses as needed for the Assistant Dean for Administration and Finance.
  • Coordinates annual budget preparation process with departments and College Leadership. Prepares and submits the College's annual budget with input for new hires and personal service allocations.
  • Prepares and submits budget amendments for the College.
  • Works with College leadership, faculty, business services team, and University partners regarding budget management. Resolves matters concerning general funds, agency accounts, Foundation projects, sponsored funds, department sales and services, and Indirect funding.
  • Provides oversight and review of all College of Law research proposals to include financial management of pre and post awards.
  • Trains and oversees the business services team and related staff in running budget reports and online inquiries for general fund accounts, sponsored, agency accounts, revenue, and Foundation budget reports.
  • Works with various units at the University level to include Budget and Planning, Accounting Services, Disbursements, Business Services, Research Administration, and GSU Foundation to resolve departmental issues.
  • Monitors personnel and non-personnel lines of the general budget, ensuring that all categories are in line with allocations using various budget reports and analyses with major fine-tuning at mid-year and before the final budget amendment of each fiscal year.
  • Provides the Assistant Dean for Administration and Finance with mid- year and year-end projections of available funds that may be redirected.
  • Works with Spectrum Office to add new users, establish workflows, troubleshoot user and/or account access, and with Budget & Planning to set up new budgets.
  • Works with College Human Resources Office to resolve payroll issues and process payroll adjustments; assigns, pre-reviews, and certifies PERS as needed. Serves as a Level 2 departmental approver for human resources actions. Monitor and documents cost-sharing.
  • Provides oversight for travel and purchasing expenditures and related processes.
  • Directly supervises a Business Affairs Manager and Business Manager I. Trains direct reports and departmental staff with business services duties on all college and University processes and procedures.
  • Works with College Human Resources Office to complete the summer payroll process by reviewing departmental entries and validates input against annual allocation for State and sponsored funding for summer salaries.
  • Performs other duties as assigned.

Qualifications :

Minimum Hiring Qualifications:

Bachelor's degree in a related field and three years of budgetary experience; or a combination of education and experience.

Preferred Hiring Qualifications:

Master of Business Administration (MBA)

Proficient with Windows environment, Spectrum, Panthermart, OneUSG Connect, Banner

Financial Edge, WORKS, Web Invoicing, Argos, SharePoint, MarketPlace/Touchnet,, PERS, and various Microsoft Office Packages.

Detail-oriented with strong multi-tasking, and analytical abilities.

Self-starter, independent worker, and proficient problem solver.
