About Role:

As the Senior Trade Compliance Manager - US, for Incora's EMEA Business, this position will report to Incora's Global Trade Compliance Director. Senior Trade Compliance Manager - US will be responsible for leading Incora on Export Control compliance across the US region. The Senior Trade Compliance Manager - US will lead the relationships with the US authorities, regulators, competent bodies and other external parties throughout region, to ensure Incora US operates in 100% compliance with all legal, compliance and regulatory obligations.

Key Accountabilities

  • Developing the system to control release of products for exports in line with legislative regulations and operational requirements.
  • Act as Empowered Official and manage all communication with the DDTC and other relevant bodies in respect of licenses and registrations.
  • Develop a strategy to obtain the export ratings/classification, categories and harmonized tariff of chemical products.
  • Co-ordinating and supporting compliance visits as well as both internal and external audits, relating to export control topics, will provide the opportunity to liaise with industry specialists as well as the relevant government authorities.
  • Ensuring accurate IT relevant export control master data for all sites within region.
  • Implementing export control and technology control plans across the projects and programmers.
  • Implement TAA agreements to enable Incora to share technical data within the organization.
  • Liaise with other departments to obtain the export ratings/classification and harmonized tariff of chemical products where required to ensure the correct movement of goods subject to export control and provide export compliance training sessions for the business.
  • Liaise with manufacturers/suppliers as required to discuss export control ratings/classifications, categories and Schedule B/tariff classifications.
  • Attend any seminars and training to keep abreast of developments or changes to legislative requirements.
  • Maintaining files of End User Statements and liaising with internal and external customers with regard to requirements.
  • Processing of applications for both US Export Licenses and supervising the Trade Compliance Analysts in processing applications.
  • Verifying correctness of shipments with regard to Export Compliance prior to release for shipping.
  • Maintaining records of export shipments for compliance audits.
  • Preparation of and development of reports in order to check and maintain topicality and to support US Govt Officers visiting regarding export audit and / or compliance.
  • Develop and manage metrics and Plan, Do, Check, Action to support legislative and operational requirements for Export Compliance and supervise the Trade Compliance Analysts.
  • Maintain Work Instructions, Process Flows, Forms and Reference Documents, and develop new ones as required.
  • Be the focal point for the US organization to handle any official or regulatory enquiries from the US Govt or associated body including all company registrations, applications and authorizations related to ITAR or export-controlled items.
  • Provide business guidance on the topic of voluntary disclosures.
  • Processing inbound and outbound movements to free circulation, re-export and to Global customers.
  • Supervise the maintenance & update of HS codes by the Trade Compliance Analysts ensuring they are accurate.
  • Manage the development and maintenance of the Duty software, processes, procedures and systems in conjunction with the Trade Compliance Director.
  • To provide effective Import Duty management controls ensuring accurate information is available at all times and ensuring stock between the Duty Management System and Incora's internal Enterprise Resource Planning Systems (ERP) are reconciled in a timely manner each month.
  • Develop and manage metrics to support legislative and operational requirements for Incora US international Trade.
  • Maintain Work Instructions, Process Flows, Forms and Reference Documents, and develop new ones as required.
  • Liaise with other departments where required to ensure the correct movement of export-controlled goods from the US.

About You:

Nature and Scope

  • The nature of the job demands that data and information is maintained and retained meticulously in order to support and ensure that Incora has an effective and compliant Export management system. Considerable training is required to allow understanding of the complex and constantly changing regulations. Diligence and accuracy are paramount.
  • The job holder will be required to develop an understanding of US Export licenses, including information necessary for applications to be processed to enable continued support of our customer base while ensuring Incora's on-going compliance with all applicable regulations.
  • The job holder has to ensure that the data input by others is verified against criteria, end user statements and export licenses before they release the shipment for dispatch.
  • The job holder needs to be able to communicate at all levels within the organization to provide guidance to other departments in matters related to the Export Regulations.
  • The job holder will be required to prepare data in readiness for Compliance Visits by DDTC/BIS/US GOVT and to support the Organization.
  • The job holder will be required to prepare and submit Shipment reports for the US Government/Incora/Haas USA and any other Export related returns that may be required from time to time.
  • Due diligence

Conduct due diligence on third parties (including suppliers and customers) to ensure a zero-defect mentality on trade.

  • Subject Matter Expertise

Sanctions and trade restrictions, including OFSI, OFAC, EU, UN and World Bank Group

International Trade obligations concerning aerospace and defense chemicals and hardware.
