Current Assignment
This Fire and Security Alarm Systems Foreworker posting will fill one (1) vacancy. The selection process for this posting will be used to determine the most qualified candidate. The highest rated qualified candidate from the selection process, as defined by the SEIU contract, will be offered the position, as determined by the Foreworker Evaluation Committee (FEC).

The Fire and Security Alarm Systems Foreworker, under general supervision, plans, directs, and reviews the work of the Fire and Security Alarm Systems Technicians involved in a variety of inspection, preventative maintenance, repair, installation and modification services related to sophisticated fire and security alarm electronic systems; provides instruction to staff about work and safety procedures; and performs related duties as assigned.

The successful candidate will demonstrate expertise as defined by the current assignment and have a demonstrated history of the following experience and knowledge:

  • Leadership including exercising sound independent judgment within established guidelines
  • Technical knowledge of the work performed in this skill area
  • Ability to read and write effectively
  • Ability to analyze problems, make decisions and direct a work force
  • Ability to effectively communicate verbally and in writing

Selection Process
This is a SEIU Local 1021 Bargaining unit position. The selection process will follow procedures pursuant to the Foreperson Evaluation Committee process specified in the SEIU Local 790 contract.

The Employment Office will screen bids/applications/resumes against the minimum qualifications. Those candidates who meet the minimum qualifications will be referred to the hiring department for further consideration. The selection process may involve a skills/performance test, written exam, and/or a panel interview. Outside applicants will not be considered until all employees who have applied have been considered first.

Examples of Duties

  1. Prepares, plans and arranges daily work schedules for staff assigned to inspect, test, maintain and repair fire and security alarm systems throughout the District.
  2. Assigns fire and security alarm systems work to individuals and ensures that work is performed to accepted standards and within established time frames; assesses and adjusts priorities to ensure that revenue operation impacts are minimized.
  3. Reviews maintenance and repair work completed on fire and security alarm systems and equipment on District property.
  4. Instructs staff in responding to and diagnosing all fire and security alarm system issues;
  5. Ensures that staff maintain the proper records of services in the District's maintenance tracking software/systems.
  6. Reviews performance of assigned staff, counsels employees and prepares documentation of deficiencies; resolves minor disputes and informs supervisors of disciplinary problems requiring action.
  7. Interprets District policies and procedures to employees.
  8. Ensures that necessary parts, tools, equipment and supplies are available; orders/requisitions stock or special parts and equipment as needed.
  9. Holds regular safety meetings and discussions on shop issues; provides technical instruction to employees; monitors and enforces the use of protective equipment and safe work practices.
  10. Requests support from other crafts and units when required; responds to requests for emergency repair and assesses such ongoing situations.
  11. Maintains logs and records and prepares reports of work performed, labor hours and materials used.
  12. Operates District vehicles to check on Fire and Security Alarm Systems Technicians and performs inspections on the work being performed at worksites throughout the District.

Minimum Qualifications

Education: Possession of a high school diploma, GED or recognized equivalent.

Experience : The equivalent of three (3) years of full-time journey level experience in implementing, maintaining, troubleshooting, and repairing fire and security alarms, which must have included at least six (6) months in a supervisory or lead capacity.

Note: A minimum of three (3) years of BART experience is required.


Substitution : Completion of a supervisory course at an accredited institution or its equivalent can be substituted for the 6 months of supervisory experience. Other Requirements :
  • Must possess a valid California driver's license and have a satisfactory driving record.
  • Must be willing to work the off-shifts and emergency overtime if required.

Knowledge and Skills

Knowledge of:

  • Methods, materials, tools and equipment used in the installation, maintenance, modification, and repair of fire and security systems.
  • Basic supervisory principles, including work assignment, instruction and review.
  • Procedures for inspecting and determining the need for fire and security alarm systems maintenance or repair.
  • Principles and practices of safety in fire and security alarm systems repair and maintenance, including working underground or in confined spaces.
  • Procedures for ordering and requisitioning parts, tools and supplies.
Skill in :
  • Planning, assigning, directing and reviewing the work of Fire and Security Alarm Systems Technicians.
  • Instructing staff on work and safety procedures.
  • Analyzing fire and security alarm systems repair and maintenance problems, establishing the scope of work required and recommending approach to the work.
  • Preparing and maintaining accurate records, logs and reports; reading and interpreting diagrams and schematics.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Exercising sound independent judgment within established guidelines.
